Victoriia Savchak, leading researcher of the Department of Land Management and Land Assessment Research gave a lecturer at the Educational and Scientific Institute of Postgraduate Education of the National University of Life and Environmental Sciences.
Within the framework of advanced training of civil servants of the State Service of Ukraine for Geodesy, Cartography and Cadastre, a specialist from Kyiv Scientific Research Institute of Forensic Expertise gave the audience a lecture on the following topic: “The concept and essence of forensic examination in the land sector and its role among other types of forensic examinations”.
During the meeting, the expert focused on highlighting the term “special knowledge” in the process (criminal, civil, economic) and beyond, establishing a list of subjects of forensic expertise, types of forensic examinations, order of appointment and conduct of forensic examinations, as well as features of carrying out forensic examinations in the land sphere.
Victoriia Savchak, the representative of Kyiv Scientific Research Institute of Forensic Expertise shared with experience in conducting land and technical, appraisal and land examinations and examinations on land management issues. She noted that the complexity of the assessment and land examination is primarily associated with a number of factors, namely:
- multi-objective;
- inconsistency of actual use of land with a certain documented;
- the range of location of the land plots, which involve construction, from engineering communications;
- the impossibility of using land for certain purpose;
- the need to assess part of the land plot of illiquid area.
Viktoriia Savchak in the narrative about land-technical forensic expertise, the expert of Kyiv Scientific Research Institute of Forensic Expertise paid special attention to the issues of land allocation, the imposition of some land plots on others, the definition of the location of buildings and structures within the land plots, the arrangement of options for the installation of land easements, etc.
Separately, within the framework of the conversation, it was noted about the specifics of the expertise on land management. In general, the meeting was informative and useful for applying the obtained theoretical knowledge in the further practical activities of the students.
