KFI took part in the seminar “Issues of registration and use of electronic offices in the EUITI by forensic experts”

On October 17 and 19, 2023, an online training seminar “Issues of registration and use of electronic offices in the Unified Judicial Information and Telecommunication System (UJITS) by forensic experts” was held at the National Research Center “ICE named after Hon. Prof. M.S. Bokarius”, under the auspices of the Ministry of Justice of Ukraine and the State Enterprise “Center for Court Services”.

Semen Svyrydov, Deputy Head of the Technical Support and Contact Center Department of the State Enterprise “Center of Court Services”, made a presentation that included topical issues related to registration in the electronic offices of the USITS and the most common mistakes made by users when using them.

The discussion was attended by: Iryna Oliynyk, Deputy Director of the Department of Expert Support of Justice of the Ministry of Justice of Ukraine; Serhii Tiuleniev, Director of the National Scientific Center “Bokarius Institute of Forensic Expertise”; Martyn Herasym, Acting. Director of the State Enterprise “Center for Court Services”; Mariia Zelinska, Director of the Lviv Scientific Research Institute of Forensic Expertise; Serhii Rozumnyi, Director of the Dnipro Scientific Research Institute of Forensic Expertise; Mykhailo Mozhaiev, Acting Director of the Research Center of Forensic Expertise in the field of Information Technology and Intellectual Property of the Ministry of Justice of Ukraine; Dmytro Kishko, Director of the Odesa Scientific Research Institute of Forensic Expertise.

Kyiv Scientific Research Institute of Forensic Expertise was represented by: Oleksandr Ruvin, Director of the Institute; Anton Polianskyi, Head of the Laboratory of Organization of Scientific, Methodological Activities, Regulatory Support, International Cooperation and Expert Training; Dmytro Kalyi, Head of the Department of Regulatory Support of the Laboratory of Organization of Scientific, Methodological Activities, Regulatory Support, International Cooperation and Expert Training.

Oleksandr Ruvin made a presentation in which he emphasized two problematic issues and a warning regarding the registration of personal electronic accounts by forensic experts in the Electronic Court, as well as the need to develop appropriate clarifications as soon as possible regarding the sending by courts of subpoenas and documents on the appointment of forensic examinations directly to the personal electronic accounts of forensic experts of scientific research institutions of forensic examinations (RIFE) in the EUIFS. Directly sending such documents to the experts of the Scientific Research Institutes of Forensic Expertise (who are not subjects of forensic expertise under the law) to their personal electronic accounts, as well as the independent sending of documents to the court by the experts of the Scientific Research Institutes of Forensic Expertise may increase the risk of corruption offenses and increase the time for preliminary processing of materials and forensic examinations.
