Oleksii Komandyrov, Head of the Research of Project Documentation and Cost of Construction Works Department of the Kyiv Scientific Research Institute of Forensic Expertise took part in the round table “Losses of enterprises: how to record and inspect the damage to destroyed property and assess real losses and lost profits of the business”, which took place on April 25, 2023.
The event was organized by the Ukrainian League of Industrialists and Entrepreneurs (ULIE), the Ukrainian Society of Appraisers (USOA) and the State Property Fund of Ukraine (SPFU). The round table was held in a mixed format: with the personal participation of participants and online.
Welcoming remarks to the participants of the round table were addressed by Anatolii Kinakh, President of the ULIE and Oleksii Amfiteatrov, Head of the USOA.
Oleksii Komandyrov, Head of the Research of Project Documentation and Cost of Construction Works Department of the Kyiv Scientific Research Institute of Forensic Expertise made a report on the topic: “Algorithm of actions of the owner (manager) of property for proper fixation of damaged or destroyed property”. The expert noted that the algorithm of actions of the owner (manager) of the property should include an assessment of damage and collection of evidence, registration of an application for damage to property, and expert assessment, where experts will assess the damage and determine the cost of restoration work. The application of the algorithm of actions will help property owners effectively restore the damaged property and reduce recovery costs through an accurate assessment of damage and the cost of restoration work.
During the round table, leading experts in the field of insurance, valuation and inspection of property shared their experience and best practices in identifying and assessing losses of enterprises. In particular, the participants heard reports on the following topics:
- The state of methodological support for assessing losses caused by armed aggression of the russian federation
- Review of procedures for fixing, surveying and performing urgent work related to damage to buildings and structures to eliminate the consequences of armed aggression of the russian federation
- Assessment of real losses incurred as a result of armed aggression of the russian federation
- Assessment and determination of lost profits of enterprises received as a result of armed aggression of the russian federation
- Legal aspects of involving appraisers to present valuation reports in courts, including international ones as evidence
The topics of the round table are quite relevant to today’s challenges, as they are of interest in effective methods of fixing damage and inspecting the destroyed property, and the participants of this format have the opportunity to discuss new technologies and tools for assessing losses and lost profits, discuss issues of a debatable nature.
