International activity

The international activities of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine (hereinafter – KSRIFE) are aimed at establishing relations and cooperation with international organizations, programs, and international technical assistance projects with the goal of integrating the best global practices into the operations of Ukraine’s leading forensic institution.

The Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine (KSRIFE) is the country’s leading forensic institution and an active member of the international professional community. KSRIFE сonsistently develops cooperation with foreign partners, implements global best practices, and contributes to enhancing the quality of forensic activities in Ukraine.

KSRIFE actively cooperates with research institutions, educational establishments, as well as governmental and non-governmental organizations of other countries in accordance with Article 24 of the Law of Ukraine “On Forensic Expertise.” Within the framework of this cooperation, our institute participates in international conferences, symposia, seminars, and facilitates expert exchanges both within and outside of international programs.

At the Core of the European Forensic Community

In 2017, KSRIFE became a full member of the European Network of Forensic Science Institutes (ENFSI). This was a significant step towards European integration, as participation in the network ensures continuous experience sharing with leading forensic institutions across Europe. Engagement in ENFSI's specialized working groups enables KSRIFE not only to stay informed about the latest scientific developments but also to implement innovative approaches in national forensic practice.

This year, representatives of KSRIFE participated in the Annual Meeting of ENFSI members, held in Dublin, and joined the global international conference EAFS 2025 – one of the largest events for forensic science professionals from around the world.

Education, Exchanges, and Training: International Experience

Since 2019, KSRIFE has participated in the CEPOL exchange program — an initiative of the European Union Agency for Law Enforcement Training. Within this cooperation, experts of KSRIFE take part in educational programs, internships, and international training sessions on the CEPOL Leed platform, significantly enhancing the institution’s human resources capacity.

Special attention is given to participation in the TAIEX initiative — a technical assistance instrument of the European Commission. Thanks to this program, KSRIFE gains access to the experience of EU member states, facilitating the adaptation of national legislation and practices to European standards.

Participation in Key International Projects

Since 2017, KSRIFE experts have been actively involved in the EU-ACT project aimed at combating organized crime and drug trafficking. Training visits, webinars, and joint scientific-practical events are held regularly, significantly strengthening intergovernmental forensic cooperation.

In 2020, KSRIFE joined the International Collaborative Exercises (ICE) program run by the United Nations Office on Drugs and Crime (UNODC). This not only confirms KSRIFE’s professional standards but also allows for alignment with global practices.

Global Representation

KSRIFE is a Ukrainian forensic institution that has participated in INTERPOL symposia for heads of forensic organizations, as well as conferences of the European Academy of Forensic Science (EAFS). KSRIFE representatives have presented on international platforms in France, Sweden, Australia, and South Korea.

A landmark event was the launch of KSRIFE’s Annual International Scientific Conference “Topical Issues of Forensic Science, Criminalistics and Criminal Procedure” in 2019. Each year, the event brings together professionals from over 25 countries.

Diplomacy and Support During Wartime

Since the beginning of the full-scale armed aggression by russia, KSRIFE has received comprehensive support from the international community. KSRIFE has served as a venue for diplomatic meetings and the establishment of new cooperation formats in the field of forensic science.

Since early 2025, KSRIFE has welcomed delegations from key international partners. In particular, a meeting took place with David Martijn van Weel, Minister of Justice and Security of the Kingdom of the Netherlands. A joint working group was formed with experts from the International Criminal Court, including representatives of the Royal Netherlands Marechaussee, to document war crimes through mobile forensic efforts.

An official meeting also took place with Ole Egberg Mikkelsen, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Denmark to Ukraine.

A separate area of cooperation involved the Directorate General of Armaments (DGA) of the Ministry of the Armed Forces of France.

As part of ongoing international cooperation, KSRIFE has already hosted official delegations from Luxembourg, Latvia, the Netherlands, Spain, and the United States, all of whom expressed strong support for Ukraine and contributed to strengthening the KSRIFE’s forensic capabilities.

These interactions resulted in the delivery of unique technical equipment — including 30 Artec Leo 3D scanners worth over €1.3 million — as well as specialized tools from the National Bureau of Investigation of Finland.

In parallel, meetings were held with representatives of the FBI, the United Nations, ICITAP, the International Criminal Court, the American and Australian Academies of Forensic Sciences, global media outlets, and others. This collaboration contributes to reinforcing joint efforts in combating war crimes, improving technical tools, and enhancing the quality of forensic expertise.

KSRIFE continues to strengthen its international presence, expand the professional horizons of its experts, implement advanced global practices, and ensure that forensic activities meet the highest international standards.
