

Certification of wheeled vehicles
KFI confirmed its competence in product certification by obtaining accreditation under the international standard DSTU EN ISO/IEC 17065:2019.
In its activities, the Kyiv Scientific Research Institute of Forensic Expertise (KFI) pursues a policy of aligning with European and international standards in the field of product conformity assessment.
Therefore, KFI underwent the accreditation procedure and received an accreditation certificate from the National Accreditation Agency of Ukraine, thereby confirming its competence as a product certification body in accordance with the requirements of the international standard DSTU EN ISO/IEC 17065:2019 (EN ISO/IEC 17065:2012, IDT; ISO/IEC 17065:2012, IDT) in the field of: wheeled vehicles of categories M, N, O, L, and their parts and equipment.
According to the Law of Ukraine dated February 10, 2000, No. 1448-III, Ukraine acceded to the Agreement concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be fitted and/or be used on Wheeled Vehicles, and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions, signed on March 20, 1958, in Geneva with the 1995 amendments (hereinafter – the 1958 Geneva Agreement), which, according to Article 9 of the Constitution of Ukraine, is part of the national legislation of Ukraine.
According to subparagraph 22 of paragraph 4 of the Regulation on the Ministry of Infrastructure of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 460 dated June 30, 2015, and the Resolution of the Cabinet of Ministers of Ukraine No. 143 dated February 14, 2001, the Ministry of Infrastructure of Ukraine is designated as the competent authority for ensuring the implementation of the 1958 Geneva Agreement.
In accordance with Resolutions of the Cabinet of Ministers of Ukraine No. 143 dated February 14, 2001, and No. 1057 dated December 16, 2015, the Ministry of Infrastructure of Ukraine performs functions of technical regulation in the field of vehicles, their parts, and equipment.
Resolution of the Cabinet of Ministers of Ukraine No. 738 dated June 9, 2011, “Certain Issues of Certification of Vehicles, Their Parts and Equipment” provides, in particular, that the customs clearance of wheeled vehicles subject to state registration with the State Automobile Inspection, as well as equipment and parts that can be installed on vehicles and/or used for their equipment, for free circulation within the customs territory of Ukraine, and also their first state registration, shall be carried out upon the availability of a certificate of conformity issued in accordance with the procedure for vehicle type approval.
To implement Resolution No. 738, the Ministry of Infrastructure of Ukraine adopted Order No. 521 dated August 17, 2012, registered with the Ministry of Justice of Ukraine on September 14, 2012, under No. 1586/21898, approving the “Procedure for the Type Approval of Vehicles, Their Parts and Equipment” (hereinafter – the Type Approval Procedure). The Type Approval Procedure is based on the provisions of the 1958 Geneva Agreement and EU acts, and it sets safety requirements that wheeled vehicles, their parts, and equipment must meet for their introduction into circulation in Ukraine.
The Law of Ukraine “On Certain Issues of Importation into the Customs Territory of Ukraine and Registration of Vehicles” stipulates: “…The customs clearance and first registration in Ukraine of imported vehicles, whether new or used, or manufactured in Ukraine, is allowed only if they meet environmental standards… not lower than EURO-5 – starting from January 1, 2016, except for vehicles produced in Ukraine or imported before December 31, 2015, inclusive;… The document confirming compliance with technical regulations and national standards is a certificate or another document confirming conformity issued in accordance with Ukrainian legislation, indicating the specific environmental standard level (EURO-2 to EURO-6 or other).”
According to Article 29 of the Law of Ukraine “On Road Traffic”: “Only vehicles with design and technical conditions that comply with the applicable rules, regulations, and standards in force in Ukraine and that have a certificate of compliance with these requirements are allowed to participate in road traffic.”
Taking the above into account, the state registration of vehicles shall be carried out only upon the availability of one of the following documents:

A certificate of conformity for individual approval of a wheeled vehicle, issued in accordance with the Type Approval Procedure.
KFI is launching a new activity – certification services for wheeled vehicles.
SERVICE CONDITIONS:
To obtain a certificate of conformity, you need to:

Submit an APPLICATION and documents (or certified copies) as follows:

Manufacturer’s certificate of the vehicle (if available);

Customs documents (customs declaration, customs inspection report with annex, etc.);

Documents for the purchase/sale of the vehicle (invoice, sale contract, etc.);

Tax identification number (for individuals);
-
Certificate of taxpayer registration and details of the organization (for legal entities);

Power of attorney (if the vehicle was imported for a legal entity);

Test reports (certificates) of the vehicle, if available.

Undergo testing (if necessary) and vehicle identification:

The laboratory(-ies), number of tests (if necessary), location of identification, and the organization performing the identification are specified in the decision based on your application.
