Director of Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine held a working meeting with Maksym Sokoliuk, the Head of the State Migration Service of Ukraine.
The meeting was also attended by Olena Dubchak, the Head of the Office of Legal Support, the representatives of Kyiv Scientific Research Institute of Forensic Expertise consisting of Viktor Kostetskyi, Head of the Criminalistics Laboratory, Yevhen Tymko, Head of the Department of Forensic Speech, Audio Analysis and Forensic Information Technology, Iryna Bilous,Head of the Handwriting Department, Victoriia Kulykovska Head of the Questioned Documents Examination and Iryna Tymoshok, Head of the of Methodological Support Department.
The purpose of the meeting was to discuss the implementation of a range of studies within the framework of document verification, representing an immigrant person. They also talked about the possibility of staff training for the State Migration Service of Ukraine on the basis of the Kyiv Scientific Research Institute of Forensic Expertise.
The issue of counterfeiting of documents is especially important and urgent considering the main tasks of the State Migration Service of Ukraine, namely: implementation of state policy in the sphere of migration, including counteraction to illegal migration, citizenship, registration of individuals, refugees and other categories of migrants defined by the law, etc.
According to Oleksandr Ruvin, Director of KFI, the Institute’s modern material and technical base allows experts to conduct a full range of technical research on the document.
Kyiv Scientific Research Institute of Forensic Expertise is one of the most powerful expert institutions with many years of experience, whose experts examine all the details of the document, establish the facts and methods of making changes to the documents, reveal their initial content, identify the devices on which the document is made, etc. Concerning modern biometric documents – this is, first of all, digitized photos and the signature of the owner, biometric data, a method of manufacturing ID-cards and other information.
It is important to note that specialists of Kyiv Scientific Research Institute of Forensic Expertise constantly improve their qualifications and collaborate with foreign colleagues, both in the field of document research and in other types of forensic research. International communication allows introducing the best world achievements in Ukrainian expert work.
After the discussion of the main block of issues was completed, representatives of the State Migration Service of Ukraine had the opportunity to familiarize themselves with the work of specialists of Kyiv Scientific Research Institute of Forensic Expertise. The discussions were directly at workplaces; communicate with experts from the document technical research department, the phonoscopic, computer-technical and telecommunication research department, as well as the materials research department, substances and products.
The meeting will result in the preparation and signing in the future of a memorandum of cooperation between Kyiv Scientific Research Institute of Forensic Expertise and the State Migration Service of Ukraine.
