On December 01, 2023, the American Chamber of Commerce in Ukraine, the State Bureau of Investigation, the Office of the Prosecutor General, the Security Service of Ukraine, the National Police of Ukraine, the Bureau of Economic Security, the State Tax Service of Ukraine, as well as representatives of tobacco manufacturers in Ukraine met with representatives of the Kyiv Scientific Research Institute of Forensic Expertise. The topic of the meeting was to discuss the idea of creating a library of reference samples of finished tobacco products in Ukraine.
The participants from the Kyiv Scientific Research Institute of Forensic Expertise were Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise, Viktoriia Kulykovska, Deputy Head of the Department of Materials, Substances and Products Research of the Criminalistics Laboratory, Oleksandr Borzov, Chief Forensic Expert of the Department of Technical Research of Documents of the Criminalistics Laboratory, Serhii Naumenko, Deputy Head of the Laboratory of Organization and Information and Analytical Support of Expert Examination, Iryna Tymoshok.
Much attention was paid to the expert activities of the Kyiv Scientific Research Institute of Forensic Expertise, in particular, the examination of materials, substances and products, technical examination of documents, as well as trace evidence.
The participants of the meeting were familiarized with the problematic issues of conducting examinations and studies of tobacco products.
The topic chosen for discussion, namely the possibility and feasibility of creating a library of reference materials for finished tobacco products in Ukraine, is, without exaggeration, extremely important and relevant, since the illicit trade in tobacco products is a global problem that affects individual countries to varying degrees.
During the meeting, the Parties discussed the need to join forces to combat the illicit trade in tobacco products, their illegal manufacture, storage and sale.
Thus, as a result of the meeting, the Parties agreed on the need to create a library of reference samples of finished tobacco products in Ukraine in order to identify the authenticity of tobacco products in criminal proceedings and administrative cases, as well as to consolidate this decision at the legislative level.
