Ukrainian and Polish experts discussed implementation of international standards in the conduct of comprehensive research of small arms, artillery weapons and explosive devices

Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, with the support of the TAIEX (Technical Assistance and Information Exchange Instrument) held an international scientific and practical workshop “Implementation of international standards in the conduct of comprehensive research of small arms, artillery weapons and explosive devices”.

Participants in the Workshop from Kyiv Scientific Research Institute of Forensic Expertise were specialists from the Military Examination Department, Department of Trasology, Ballistics and Explosives Research, Materials, Substances and Products Research Department as well as specialists from regional Branches of Kyiv Scientific Research Institute of Forensic Expertise.

The speakers were the representatives of the Central Forensic Laboratory of the Police of Poland, namely: Lt. Michał Borusiński, Head of Toolmark and Ballistic Department Central Forensic Laboratory of the Police, Łukasz Matyjasek, Specialist of General Chemistry Unit in Chemistry Department, Central Forensic Laboratory of the Police, Lt. Col. Artur Dębski, Consultor of Quality Unit, Central Forensic Laboratory of the Police, Jarosław Rosiak, Specialist of Firearms Examination and Ballistics Unit Central Forensic Laboratory of the Police.

Speakers presented the following topics to the participants:

  • Standards in the research area of small arms;
  • Terms and definitions of small arms and ammunition, its classification, general technical and constructive requirements (specifications) to it;
  • Examination of firearms and ballistics – practice, challenges and threats;
  • Development of forensic standards at the international level (ISO technical committee TC 272);
  • Standards in the research area of explosive devices;
  • Terms and definitions of examination of explosive devices and explosives, its classification, general technical and constructive requirements (specifications) to it;
  • Marking, indexing and stamping of industrial explosive devices and explosives;
  • Types of improvised explosive devices and its principles of operation;
  • The sequence of actions of an expert in solving issues related to the object belonging to the explosive devices or ammunition, as well as the suitability for cause an explosion.

In addition, from the Ukrainian side, Andrii Poltavskyi, Assistant Director of Kyiv Scientific Research Institute of Forensic Expertise spoke about the examination of weapons in Ukraine (based on research of Kyiv Scientific Research Institute of Forensic Expertise).

Each presentation ended with a question-answer session and a general discussion, all participants had the opportunity to express their vision and opinion about the audience.

Technical Assistance and Information Exchange Instrument (TAIEX) was established by the European Commission’s Directorate-General for Neighborhood and Enlargement Negotiations in 1996 in order to help countries bring national legislation in line with EU standards and ensure compliance with legislation. The objective of the TAIEX is to simplify the mechanism of information transfer and exchange of best practices between EU Member States and beneficiary countries.

The international scientific and practical workshop “Issues of implementing international standards in the conduct of comprehensive research of small arms, artillery weapons and explosive devices” became the third international event organized with the support and assistance of TAIEX and we hope for further effective cooperation!
