Kyiv Scientific Research Institute of Forensic Expertise was held an interdepartmental scientific and practical seminar “The improvement of the methodological support of forensic engineering and environmental examinations”.
It is well known that environmental protection is one of the most pressing problems of modern Ukraine. In order to better meet the needs of investigative and forensic practice to investigate events related to environmental violations was introduced a new type of engineering and technical expertise – engineering and environmental expertise. Forensic ecological examination is still a new, emerging class of forensic examination. Specialists who are working in this field should make every effort to actively develop it.
The seminar on the basis of KFI gathered representatives of the forensic institutions of the Ministry of Justice of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine, the State Water Resources Agency of Ukraine, the State Ecological Inspection of Ukraine, the State Ecological Academy of Postgraduate Education and ManagenemtAdministration and other specialists for a joint discussion.
In a welcoming speech Oleksandr Ruvin, the Director of KFI, noted that the need to create a forensic environmental expertise was due to the complexity of the investigation of environmental crimes, and the dynamics of the number of appointed and executed engineering and environmental examinations is growing.
The subdivision of engineering and environmental research of KFI was established in 2014. Since that time, the experts of KFI annually carry out about 80% of the expertise from the total number of forensic experts carried out by the Ministry of Justice of Ukraine.
Forensic engineering and environmental expertise as well as any kind of forensic expertise, based on certain scientific principles – theoretical and methodological provisions. Its content and some general methodological provisions are reflected in special literature and scientific developments. At the same time, many provisions require an in-depth and systematic theoretical justification and development.
During the seminar participants discussed the following issues:
- methodological support for the conduct of forensic engineering and environmental examinations based on materials of criminal proceedings;
- order and features of the implementation of integrated land-technical and engineering-environmental examinations;
- legal and regulatory and methodological requirements for the formation of materials for inspections of compliance with the requirements of environmental legislation;
- rules for environmental safety in the design of enterprises and other facilities;
- preparing a package of documents for obtaining permits for emissions of pollutants into the atmosphere, etc.
Summing up the results of the seminar “The improvement of the methodological support for the conduct of forensic engineering and environmental examinations”; the organizers and participants of the meeting agreed that such events contribute to a lively scientific discussion, and the results of the discussion will form the basis for the prompt solution of existing problem issues.
