In accordance with the plan of seminars for the year 2020, the seminar was held on the basis of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine in the video conference mode on the topic: “Features of the construction and technical examinations”.
The participants of the event were specialists of the Project Documentation and Construction Costs Research Department as well as the Quality and Cost of Road Construction Research Department of the Engineering Research Laboratory. Specialists in the field of construction and technical examination from the regional branches of the Kyiv Scientific Research Institute of Forensic Expertise also took part in this videoconference.
Tetiana Holikova, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise, in a welcoming speech outlined the agenda and drew special attention of those present to urgent issues of the process of organizing and conducting forensic examinations.
During the main working session, Oleksii Komandyrov, the Head of the Project Documentation and Construction Costs Research Department of the Kyiv Scientific Research Institute of Forensic Expertise highlighted the following issues:
- changes and updates in the regulatory legal acts in the field of construction (DBN and DSTU etc.), which entered into force during 2019-2020;
- determination of the class of consequences (responsibility) of construction projects in accordance with DSTU which has recently entered into force in comparison with the previous one;
- innovations that are available in the DBN “Planning and development of territories” in comparison with previous regulatory acts.
Ihor Chaliuk, the Head of the Quality and Cost of Road Construction Research Department of the Kyiv Scientific Research Institute of Forensic Expertise, reported on the procedure and features of conducting road construction examinations. It was about the typical research questions, a list of documentation necessary for the study, the procedure for sampling, stages of research, and so on.
