In accordance with the work plan of the scientific advisory and methodological council on the problems of forensic examination was held the meeting of a section of the military expertise at Kyiv Scientific Research Institute of Forensic Expertise.
The representatives of the research institutes of forensic examination of the Ministry of Justice of Ukraine, the Armed Forces of Ukraine and the State Border Guard Service of Ukraine were invited to participate in the event.
In a welcoming speech, the head of the section, the director of Kyiv Scientific Research Institute of Forensic Expertise, Oleksandr Ruvin, noted that today our main task is to improve the legal institutions for the protection of human rights. The Ukraine’s aspiration of European integration obliges it to significantly strengthen the role of justice, the effectiveness of which depends, in particular, on the proper mechanism of proof.
“The development of military forensic expertise as an institution of evidence and procedural law and proper expert provision of justice at the national level cannot occur without scientific discussions and the conduct of appropriate scientific developments. That is why, during the exchange of views at the session of the section, a balanced discussion of the advantages and disadvantages of various points of view, one can develop optimal options for improving forensic expert activity, its practical use, theory, methodology and scientific and methodological support,” said Oleksandr Ruvin.
The agenda included the consideration of the implementation state of research works included in the thematic plan of the Ministry of Justice of Ukraine as for 2017, the discussion of proposals on general educational and qualification requirements for obtaining the qualifications of a forensic expert in relevant specialties and other organizational matters. The participants also during the meeting reviewed and approved the work plan of the military section as for 2018.
Now it is difficult to overestimate the importance of special knowledge of forensic experts, scientific methods and modern technical means in the development of justice, a comprehensive study of various events. In general, the conduction of military expertise related to the investigation of the key resonant affairs of the state have a high social significance.
