The KFI co-organized the All-Ukrainian Scientific and Practical Conference “Topical Issues of Criminalistics and Forensic Expertise under Martial Law”, which was held on the basis of the NAIA

On July 03, 2024, the All-Ukrainian Scientific and Practical Conference “Topical Issues of Criminalistics and Forensic Expertise under Martial Law” was held at the National Academy of Internal Affairs. The Kyiv Scientific Research Institute of Forensic Expertise was a co-organizer of this event.

The event was moderated by Serhii Cherniavskyi, Vice-Rector of the National Academy of Internal Affairs, and Volodymyr Atamanchuk, Head of the Department of Criminalistics and Forensic Expertise of the Educational and Research Institute No. 2 of the Academy.

The conference was attended by representatives of the Verkhovna Rada of Ukraine, the National Police of Ukraine, executive authorities, judicial authorities, non-governmental and public organizations, research and forensic institutions, and higher educational institutions.

The opening remarks were delivered by Volodymyr Cherniei, Rector of the National Academy of Internal Affairs, Andrii Haichenko, Deputy Minister for the Executive Service of the Ministry of Justice of Ukraine, Olha Pishchanska, Chairperson of the Accounting Chamber, Hryhorii Mamka, Member of Parliament of Ukraine, and Oleksandr Ruvin, Director of the KFI.

Nataliia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise, delivered a report on “Topical issues of forensic support of justice under martial law”.

Also, a report on “Informational support of situational expertise during certain investigative (detective) actions: procedural and methodological aspects” was delivered by the specialists of the Laboratory of Organization of Scientific, Methodological Activities, Regulatory Support, International Cooperation and Training of Experts of the Kyiv Scientific Research Institute of Forensic Expertise – Anton Polianskyi, Head of the Laboratory, Oleh Baulin, Head of the Department of Scientific and Regulatory and Methodological Activities, and Yurii Maznychenko, Leading Researcher.

The participants of the event discussed issues related to forensic examination in the field of intellectual property; factors of regulatory and legal regulation of forensic activities under martial law; forensic technical document examination used when crossing the state border of Ukraine; modern methods of recording evidence during pre-trial investigation; appointment and conducting forensic examinations abroad; innovative forensic developments; forensic psychological examination using a polygraph; digital forensics in the modern criminal procedure of Ukraine; electronic register of genomic information; interaction of law enforcement agencies with healthcare institutions during forensic examination; peculiarities of searching and detecting biological traces during the investigation of criminal offenses; technical examination of documents that accompany vehicles, etc.
