On June 9, 2023, the Third All-Ukrainian Forum of Forensic Experts on the topic “Forensic Science in the Context of the Restoration of Ukraine” was held in Lviv, bringing together representatives of the forensic industry, law enforcement and judicial systems, legislative and executive branches of power, as well as scientists and practitioners from different parts of Ukraine. The event was organized by the Lviv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine and the Scientific Research Center for Forensic Expertise in the field of information technology and intellectual property of the Ministry of Justice of Ukraine. The event was held offline (in the conference hall of the Grand Hotel Lviv) and online.
The purpose of this year’s forum was to analyze the prospects for the development of the formation of theoretical and methodological foundations of forensic science in the context of the restoration of Ukraine.
Andrii Haichenko, Deputy Minister of Justice of Ukraine, Nataliia Tkachenko, Director of the Department of Expert Support of Justice of the Ministry of Justice of Ukraine, Mariia Zelinska, Director of the Lviv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, Serhii Tiulieniev addressed the forum participants with welcoming remarks , Director of the Scientific Research Center for Forensic Expertise on Intellectual Property of the Ministry of Justice of Ukraine, Serhii Rozumnyi, Director of the Dnipropetrovsk Scientific Research Institute of Forensic Expertise, Dmytro Kishko, Director of the Odesa Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, Oleksandr Sviderskyi, acting Director of the National Scientific Centre “Hon. Prof. M. S. Bokarius Forensic Science Institute”, Serhii Krymchuk, Head of the Expert Service of the Ministry of Internal Affairs, Director of the State Research and Research Center of the Ministry of Internal Affairs of Ukraine, Ihor Starodubov, President of the Union of Experts of Ukraine, Candidate of Juridical Sciences and others.
The Kyiv Scientific Research Institute of Forensic Expertise was represented at the All-Ukrainian Forum of Forensic Experts by Director Oleksandr Ruvin, who addressed the participants with a welcoming speech, emphasizing the importance of this forum as a place for the exchange of experience and cooperation between experts. He also expressed hope that the next forum will be held in peacetime.
During the panel discussion “Forensic examination in the context of the restoration of Ukraine”, the forum participants presented their reports, which revealed topical issues of forensic expertise and its role in the process of restoring the country. The participants discussed issues related to improving the quality and reliability of forensic science, introducing modern technologies and innovations in the process of forensic science, as well as improving cooperation between forensic experts and law enforcement agencies.
The panel discussion became a forum for the active exchange of views, ideas and experiences between the participants. The participants expressed their views on further reforms in forensic science, considered the problems faced by experts, and proposed constructive solutions for further implementation in forensic activities.
