The experts of the Kyiv Scientific Research Institute of Forensic Expertise took part in the round table on “Development of scientifically based proposals for draft methods for determining damage to destroyed building structures and their losses from the damage of residential and public buildings caused to Ukraine as a result of the military aggression of Russian Federation, approved by the Government decision from 20.03.2022 №326”

On September 11, 2023, Roman Pasko, Head of the Laboratory of Engineering and Technical Research of the Kyiv Scientific Research Institute of Forensic Expertise, PhD in Technical Sciences and Oleksii Komandyrov, Head of the Department of Research on the Volume, Quality and Cost of Construction Works of the Laboratory of Engineering and Technical Research of the Kyiv Scientific Research Institute of Forensic Expertise, PhD in Technical Sciences, took part in a round table on “Development of scientifically based proposals for draft methods for determining damage to destroyed building structures and their losses from the damage of residential and public buildings caused to Ukraine as a result of the military aggression of Russian Federation, approved by the Government decision from 20.03.2022 №326”. The event was organized by the State Research Institute of Building Structures and the International Business Club NGO.

The roundtable focused on the following issues:

– Shortcomings of the current algorithms and approaches in Ukraine in assessing the losses incurred due to the Russian aggression. Prospects, difficulties, ways to solve problematic issues;

– practice of the European countries in assessing damages, advantages of the European models. Conclusions and recommendations of experts on the possibility and feasibility of applying European experience in Ukraine;

– exchange of experience between participants in the development of modern models of damage assessment, as well as the practical implementation of such initiatives through their legislative regulation.

The event was attended by Yuriy Androsyuk, Chairman of the Board of Directors of the Zakhid-East Group of Companies, Director of Zakhid-East Consulting LLC, Director of the International Business People’s Club NGO, Natalia Gakh, Head of the Engineering Group of the Design Department of the State Research Institute of Building Structures, Scientific Secretary of the State Research Institute of Building Structures, Candidate of Technical Sciences, Nina Kosheleva, Deputy Head of the Engineering Group of the State Research Institute of Building Structures, full member of the Academy of Construction of Ukraine, PhD in Engineering, Senior Researcher, Ivan NAZARENKO, member of the Board of the Construction Chamber of Ukraine, President of the Academy of Construction of Ukraine, Head of the Department of KNUBA, Doctor of Engineering, Professor, Honored Worker of Science and Technology of Ukraine, Ihor STARODUBOV, President of the All-Ukrainian Public Organization “Union of Experts of Ukraine”, PhD in Law, Certified Forensic Expert, and others.

The participation of the forensic experts of the Kyiv Scientific Research Institute of Forensic Expertise in this event emphasized the importance of cooperation and a scientific and practical approach to solving urgent problems related to the restoration and assessment of damage, as well as the importance of combining the efforts of public and state institutions in the restoration of destroyed buildings as a result of Russian aggression in Ukraine.
