On April 25, 2024, Mykhailo Poliennikov, Senior Research Fellow of the Economic Research Laboratory of the Kyiv Scientific Research Institute of Forensic Expertise, took part in the round table “Access to compensation for destroyed housing: problematic issues of confirmation of ownership and ways to resolve them” of the Council of Europe.
The event was organized within the framework of the projects “Strengthening judicial and non-judicial remedies for the protection of the rights of persons affected by the war in Ukraine” and “Promoting the development of housing solutions for persons affected by the war in Ukraine”.
The meeting was attended by representatives of the legislative, executive and judicial authorities, as well as international and non-governmental organizations that provide assistance to victims of the war in Ukraine, notaries, and state registrars.
The work was organized in the format of panel discussions on two main topics: verification of real estate owners within the administrative procedure and verification of real estate owners within the court proceedings. In addition, everyone had the opportunity to ask additional questions during the Q&A session with the authors and participants of the event.
The roundtable also presented Recommendations for improving the administrative and judicial procedures for confirming ownership of destroyed or damaged real estate for the purpose of obtaining compensation and analyzed the prospects for their implementation.
