Specialists of Kyiv Scientific Research Institute of Forensic Expertise discussed with colleagues topical issues of the theory and practice of pre-trial investigation of criminal misconduct

Specialists of Kyiv Scientific Research Institute of Forensic Expertise became participants in the interdepartmental scientific and practical round table “Topical issues of the theory and practice of pre-trial investigation of criminal misconduct”, which was held on the basis of the National Academy of Internal Affairs.

Kyiv Scientific Research Institute of Forensic Expertise was presented by Andrii Poltavskyi, Assistant Director, Oleksandr Shmereho, the Head of the Department of Life Safety, Fire and Electrical Engineering Research and Oleksandr Zherebko, the Head of the Department of Regulatory Methodological Activity and Standardization.

The event was organized by the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine and the National Academy of Legal Sciences of Ukraine. The round table was joined by international partners from EUAM in Ukraine (Republic of Bulgaria, Poland and Czech Republic), experts from government organizations, judicial authorities, research institutions, law enforcement agencies of Ukraine, scientists and research workers of higher educational institutions of the Ministry of Internal Affairs of Ukraine.

The purpose of the event was to discuss the main provisions of the institution of criminal misconduct, issues of amendments and additions to the Criminal Code of Ukraine regarding criminal misconduct, the embodiment of the principles of the legal process in regulating this issue, European experience in this area, as well as the impact of the practice of the European Court of Human Rights on unofficial investigators (search) actions during the pre-trial investigation of criminal misconduct.

As part of the round table, participants presented reports on the following topics:

  • Institute of Criminal Misconduct: basic provisions;
  • Implementation of the principles of the legal process in the regulation of pre-trial investigation of criminal misconduct;
  • European experience in criminal investigations;
  • Forensic expert support of pre-trial investigation of criminal misconduct;
  • The issue of simplification and reduction of procedures during inquiries, etc.

After presentations and discussion of topical issues on the subject of a scientific event, participants were presented with materials of an interdepartmental scientific and practical round table and methodological recommendations “Pre-trial investigation of criminal misconduct”, a draft of recommendations for improving the provisions of criminal procedural legislation in connection with the introduction of the institution of an investigation of criminal misconduct into the Law Of Ukraine “On amendments to some legislative acts of Ukraine regarding on simplifying pre-trial investigation specific categories of criminal misconduct, which will then be supplemented by suggestions and posted presentations of reports on the Academy’s web portal.
