An interdepartmental scientific and practical seminar “Problematic issues of forensic construction- technical and land-technical expertise. Prospects for development and ways of improvement” was held at Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine.
Oleksandr Ruvin, Director of KFI in a welcoming speech thanked the participants for the visit and emphasized that such events contribute to the establishment of communication between the departments whose activities are related to the construction-technical and land-technical expertise. A discussion platform is being created, where specialists can make a wide discussion of urgent problems and find a way to quickly solve them.
Forensic experts from the Ministry of Justice of Ukraine, representatives of the Ministry of Regional Development, Building and Housing of Ukraine, the State Architectural and Construction Inspection of Ukraine, the State Agency of Highways of Ukraine, the State Property Fund of Ukraine, the State Enterprise “Specialized State Expert Organization – the central service of the Ukrainian state building expertise”, Kyiv National University of Construction and Architecture, All-Ukrainian Public Organization “Association of Appraisal Specialists”.
At the beginning of the seminar Roman Pasko, the Deputy Head of the Laboratory of Engineering Technical Research of KFI and Oleksandr Saltykov, the Head of Mykolaiv Branch of Odesa Scientific Research Institute presented the characteristics of the current state of forensic construction-technical and land-technical expertise.
After the presentation of the report, a discussion was held on the problematic issues of these research areas, outlined the possible ways for their development and improvement.
In the plenary session of the first part of the seminar the following persons took the floor:
- a representative of the Ministry of Regional Development, Building and Housing of Ukraine with a report on innovations and changes in the regulatory and legal acts on urban development;
- a representative of the State Architectural and Construction Inspection of Ukraine with a report on the peculiarities of the work of the State Architectural and Construction Inspection in modern conditions, the most common offenses in the sphere of city planning activity, project documentation, construction norms, state standards and rules;
- a representative of the State Agency of Highways of Ukraine with a report on the stages of research on the state of highways and selection of a complex of repair and construction works aimed at restoring their technical and operational indicators;
- a representative of the State Property Fund of Ukraine with a report on resolving problematic issues related to evaluation of atypical real estate objects, as well as integral property complexes;
- a representative of the State Enterprise “Specialized State Expert Organization – central service of the Ukrainian state building expertise” with a report on the features of the examination of projects.
After lunch break, in the second part of the seminar, their reports were presented by the following persons:
- Stepan Maksymov, the Chairman of the All-Ukrainian public organization “Association of Appraisal Specialists” with a theme “Typical mistakes in conducting studies to determine the market value of the real estate” ;
- Mykola Shyshov, the Head of the Research Department on land management and land evaluation of KFI, member of the Forensic Construction-technical and Land-technical Expertise Section with a theme “The features of complex land engineering and construction and technical expertise”;
- Oleksii Komandyrov, the Head of the Department of Design Documentation Studies and Oleksandr Shmereho, the Head of the Department for Research in Life Safety, Fire Technical and Electrical Engineering Research of KFI with a theme “Features of the study of compliance with the requirements of regulatory legal acts of Ukraine in terms of fire safety in the analysis of project documentation and works actually completed”.
At the end of the meeting, all participants received certificates confirming their participation in the interdepartmental scientific and practical seminar “Problematic issues of forensic construction-technical and land-technical expertise. Prospects for development and ways of improvement”.
