Sections of forensic examination of materials, substances and products, forensic linguistic examination, video sound recording and photo technical examination, and forensic psychological examination were held

From April 20 to April 21, 2023, sections of forensic examination of materials, substances and products, forensic linguistic examination, video sound recording and photo technical examination, forensic psychological examination of the scientific-advisory and methodological council on forensic examination under the Ministry of Justice of Ukraine were held. The sections were held via videoconference.

The work of the section on forensic linguistic expertise from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine was represented by:

  • Svitlana Dolynkivska, Head of the Linguistic Research Sector
  • Iryna Tkachuk, Leading Forensic Expert
  • Nataliia Ustimenko, Forensic Expert of the Ternopil Branch of the Kyiv Scientific Research Institute of Forensic Expertise
  • Liudmyla Tkach, the representative of the Expert Justice Support Department of the Ministry of Justice of Ukraine, also took part in the work of the section.

The participants of the section discussed the state and progress of the implementation of current research projects and considered explanatory notes on new topics planned for inclusion in the thematic plan of the research project of the Ministry of Justice of Ukraine for 2024. The section also reviewed final reports and reviews of works completed in 2022.

The section on forensic video sound recording and photo technical examination from the Kyiv Scientific Research Institute of Forensic Expertise was represented by:

  • Yevhen Tymko, Head of the Forensic Speech, Audio Analysis and Forensic Information Technology Department, Laboratory of Forensic Types of Research, Kyiv Scientific Research Institute of Forensic Expertise
  • Anait Hovhannisyan, Deputy Head of the Forensic Speech, Audio Analysis and Forensic Information Technology Department, Kyiv Scientific Research Institute of Forensic Expertise
  • Vladнslav Smirnov, Senior Forensic Expert of the Forensic Speech, Audio Analysis and Forensic Information Technology Department, Kyiv Scientific Research Institute of Forensic Expertise

During the section, the participants reviewed explanatory notes on new topics planned for inclusion in the thematic plan of the research project of the Ministry of Justice of Ukraine for 2024 and discussed the status and progress of the current research projects. All issues were considered in accordance with the agenda.

In the work of the section on forensic examination of materials, substances and products from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine in the work of section took part:

  • Oleh Posilskyi, Head of the Research of Materials, Substances and Products Department, Kyiv Scientific Research Institute of Forensic Expertise (Head of the Section)
  • Liudmila Kovalchuk, Leading Forensic Expert of the Research of Materials, Substances and Products Department, Kyiv Scientific Research Institute of Forensic Expertise
  • Larysa Oliinyk, Senior Forensic Expert of the Research of Materials, Substances and Products Department, Kyiv Scientific Research Institute of Forensic Expertise

Traditionally, the participants discussed the sequence of stages of research work in accordance with the Thematic Plan of the Research Institute of Forensic Expertise, in particular regarding the development of a methodology for the study of automotive fuels of modified component composition. Also, the section paid special attention to topical problems of research of materials, substances and products, as well as expanding the list of issues in the expert speciality 8.11, etc.

The work of the section of psychological expertise from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine was represented by:

  • Nataliia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise
  • Eduard Lytvynenko, Chief Forensic Expert of the Psychological Research Department
  • Tetiana Tamakova, Deputy Head of the Psychological Research Laboratory

During the meeting of the section, the progress of research in accordance with the Thematic Plan of Research Works of Scientific Research Institutions of Forensic Expertise of the Ministry of Justice of Ukraine was discussed; reviews of expert conclusions and other topical issues of forensic psychological examination.
