Sections of forensic commodity examination, questioned document examination and forensic transport and commodity examination were held

From April 4 to April 7, 2023, sections of forensic commodity examination, forensic technical examination of documents and forensic transport and commodity examination of the scientific-advisory and methodological council on forensic examination at the Ministry of Justice of Ukraine was held. The sections were held via video conferencing.

The section on forensic commodity expertise from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine was attended by:

  • Nataliia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise
  • Viktoriia Sorokina, Leading Forensic Expert of the Department of Commodity Research and Research of Intellectual Property
  • Nataliia Adamchuk, Chief Forensic Expert of the Vinnytsia Branch of Kyiv Scientific Research Institute of Forensic Expertise
  • Oleg Baulin, Head of the Scientific Activity and International Cooperation Department

The participants of the section reviewed the explanatory notes on the research projects planned for inclusion in the Thematic Plan of the Research Institute of the Ministry of Justice of Ukraine for 2024, heard reviews of the final reports; discussed the state of implementation of current research projects (in accordance with the Thematic Plan of the Research Institute of the National Research Institute of the Ministry of Justice of Ukraine for 2023); reviewed the progress of implementation of scientific works. Other topical issues of forensic commodity expertise that arose in war conditions were also considered. In particular, the issues of the Methodology for determining the damage and amount of losses caused to enterprises, institutions and organizations of all forms of ownership as a result of the destruction and damage to their property due to the armed aggression of the Russian Federation, as well as lost profits from the impossibility or obstacles in conducting economic activities, approved by the order of the Ministry of Economy of Ukraine and the State Property Fund of Ukraine dated October 18, 2022 No. 3904/1223, were considered.

The section of forensic questioned document examination from the Kyiv Scientific Research Institute of Forensic Expertise was represented by:

  • Oleksandr Ruvin, Director of Kyiv Scientific Research Institute of Forensic Expertise
  • Viktor Kostetskyi, Head of the Forensic Types of Research Laboratory
  • Viktoriia Kulykovska, Head of the Questioned Document Examination Department
  • Mykola Molyboha, Leading Researcher
  • Oleksandr Sadchenko, Head of the Organization of Scientific, Methodological Activities, Regulatory Support and International Cooperation Laboratory, Kyiv Scientific Research Institute of Forensic Expertise

The participants discussed the stages of research work in accordance with the Thematic Plan of the Research Institute of the Ministry of Justice of Ukraine, as well as other topical issues of technical examination of documents.

The work of the section on forensic transport and commodity examination was presented by the following representatives of the Kyiv Scientific Research Institute of Forensic Expertise:

  • Andrii Yukhymenko, Head of the Commodity Research Sector of Military Property, Equipment and Armament
  • Serhii Berehovyi, Chief Forensic Expert of Kyiv Scientific Research Institute of Forensic Expertise

In accordance with the agenda, the participants considered the explanatory notes on the research projects planned for inclusion in the Thematic Plan of the Research and Development Projects of the Ministry of Justice of Ukraine for 2024, heard reviews of the final reports; discussed the state of implementation of current research projects and other topical issues of forensic transport and commodity expertise that arose in war conditions.

The work of the sections was productive, and the agenda items were considered by the participants in full.
