Roundtable was held on the basis of the Kyiv Scientific Research Institute of Forensic Expertise on the topic “Methods of counterfeiting documents on a polymer basis, which are used in Ukraine, modern methods and technologies of ID protection”

On March 4, 2020, on the basis of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine was held a round table on the issues of forensic technical examination of documents on the topic: “Methods of counterfeiting documents on a polymer basis that are used in Ukraine, modern methods and technologies of ID protection”.

The event was attended by representatives of forensic research institutes of the Ministry of Justice of Ukraine, State Polygraph Enterprise “Ukraine”, the Office of State Policy in the field of intermediate control, strict reporting documents and lottery activities of the Ministry of Justice of Ukraine, the expert center of the State Tax Service of Ukraine, the Ukrainian Scientific-and-Research Institute of Special Equipment and Forensic Expertise of the Security Service of Ukraine, the Cash Circulation Department of the National Bank of Ukraine, foreign partners.

The purpose of the round table is to analyze the situation regarding counterfeiting of polymer-based documents used in Ukraine and to identify constructive solutions to the problems associated with this.

In his welcoming address, Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise noted that the use and protection of identification documents on a polymer basis is important for Ukraine, since they are considered the most protected from counterfeiting and other crime. At the same time, quite often, experts receive for research qualitatively forged documents that are difficult to distinguish from the original, without special knowledge and without the use of special equipment.

The topics of the reports were the following:

“Plastic drivers licenses and certificates of vehicles’ registration of the Ist generation. General characteristics and protection elements”;

“Production, personalization and protection elements of the accompanying documents for vehicles manufactured by Znak LLC (EDAPS) on a polymer basis of the IInd generation”;

“Features and specifics of the thermal sublimation printer”;

“Driver’s license and vehicle registration certificate on a plastic base of the IIIrd generation. General characteristics and security features”.

Priorities that were set for document experts were outlined by Sandor Kovtun, the representative of Mühlbauer ID Services GmbH, the company of a competent partnership for the implementation of security systems for the identification and verification of documents. The foreign expert presented to the participants presentation materials on the topic of modern technologies of production and personalization of documents, and also drew special attention to the advantages and disadvantages of the systems used in Ukraine.

The final stage of the round table discussion was the discussion of the future strategy of joint actions in combating crimes related to forgery of documents on a polymer basis.
