Regular meetings of forensic examination sections were held

Regular meetings of the sections of forensic fire and technical expertise, forensic engineering and environmental expertise, forensic computer-technical and telecommunication examinations and forensic construction-technical and land-technical expertise of the Scientific-Advisory and Methodological Council on Forensic Expertise under the Ministry of Justice of Ukraine were held.

The sections were held via videoconference.

On May 09, 2023, a section on forensic fire and technical expertise of the Scientific Advisory and Methodological Council on Forensic Science at the Ministry of Justice of Ukraine was held.

From the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine in the work of the section of forensic fire and technical expertise participated:

  • Oleksandr Borys, Head of the Department of Research on Life Safety, Fire-Technical and Electrical Research of the Laboratory of Engineering and Technical Types of Research of Kyiv Scientific Research Institute of Forensic Expertise, Head of the Section
  • Oleksandr Lysenko, Deputy Head of the Department of Research on Life Safety, Fire-Technical and Electrical Research of the Laboratory of Engineering and Technical Types of Research of Kyiv Scientific Research Institute of Forensic Expertise, Secretary of the Section
  • Ihor Stelmashov, Leading Forensic Expert of the Zhytomyr Branch of Kyiv Scientific Research Institute of Forensic Expertise
  • Oleksandr Sadchenko, Head of the Organization of Scientific, Methodological Activities, Regulatory Support and International Cooperation Laboratory, Kyiv Scientific Research Institute of Forensic Expertise

According to the agenda, the participants considered explanatory notes on the research that is planned for inclusion in the thematic plan of the Research Institute of the Ministry of Justice of Ukraine for 2024; reviewed the results of research completed in 2022, provided positive reviews and recommended for approbation; an analysis of the progress of research in accordance with the thematic plan for 2023, other topical issues of the section’s work was carried out.

In addition, according to the work plan of the section, personnel issues were considered and resolved. By voting of the members of the commission, a unanimous decision was made on the candidacy of the new head of the section – Oleksandr Borys, head of the laboratory department of Kyiv Scientific Research Institute of Forensic Expertise and left unchanged the secretary of the section of fire and technical research Oleksandr Lysenko, deputy head of the laboratory department of Kyiv Scientific Research Institute of Forensic Expertise.

On May 10, 2023, a section of forensic engineering and environmental expertise of the Scientific-Advisory and Methodological Council on Forensic Science at the Ministry of Justice of Ukraine was held.

From the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, the section was attended by:

  • Nataliia Nestor, Deputy Director of Kyiv Scientific Research Institute of Forensic Expertise
  • Viktoriia Savchak, Deputy Head of the Laboratory of Environmental Research, Kyiv Scientific Research Institute of Forensic Expertise
  • Iryna Kramarenko, Forensic Expert of the Environmental Research Laboratory
  • Nataliia Holubieva, Senior Forensic Expert of the Cherkasy Branch of Kyiv Scientific Research Institute of Forensic Expertise

During the section, participants reviewed the results of research projects completed in 2022. The works of the Kyiv Scientific Research Institute of Forensic Expertise received positive reviews and were recommended for approbation. The progress of the research project in accordance with the thematic plan for 2023 was also analyzed and personnel issues, in particular the election of the head of the section, were resolved.

On May 11, 2023, a section of forensic computer-technical and telecommunication expertise of the Scientific-Advisory and Methodological Council on Forensic Expertise under the Ministry of Justice of Ukraine was held.

Kyiv Scientific Research Institute of Forensic Expertise was represented at the session by the following experts:

  • Yevhen Tymko, Research Institute Head of the Forensic Speech, Audio Analysis and Forensic Information Technology Department, Kyiv Scientific Research Institute of Forensic Expertise, Head of the Section
  • Heorhii Mashkov, Senior Forensic Expert of Forensic Speech, Audio Analysis and Forensic Information Technology Department, Kyiv Scientific Research Institute of Forensic Expertise, Secretary of the Section
  • Dmytro Samarin, Senior Forensic Expert of the Forensic Speech, Audio Analysis and Forensic Information Technology Department, Kyiv Scientific Research Institute of Forensic Expertise

The participants of the meeting reviewed the results of research projects completed in 2022 by the Kyiv Scientific Research Institute of Forensic Expertise and Odesa Scientific Research Institute of Forensic Expertise: positive reviews were provided and recommended for approbation, an analysis of the progress of research was carried out in accordance with the thematic plan for 2023. In addition, they discussed projects of scientific topics for 2024.

On the same day, a meeting of the section of forensic construction-technical and land-technical expertise of the Scientific-Advisory and Methodological Council on Forensic Expertise under the Ministry of Justice of Ukraine was held.

On behalf of the Kyiv Scientific Research Institute of Forensic Expertise, the following persons took part in the work of the section of forensic construction, technical and land technical expertise:

  • Roman Pasko, Head of the Engineering and Technical Types of Research Laboratory, Kyiv Scientific Research Institute of Forensic Expertise, Deputy Head of the Section
  • Oleksii Komandirov, Head of the Department of Research  of Project Documentation and Cost of Construction Works, Kyiv Scientific Research Institute of Forensic Expertise
  • Mykola Shyshov, Head of the Department of Land Management and Land Valuation Research, Kyiv Scientific Research Institute of Forensic Expertise

In accordance with the agenda, the participants of the section discussed the explanatory notes of the research project planned for inclusion in the thematic plan of the research project of the Ministry of Justice of Ukraine for 2024, discussion of the research projects completed in 2022, discussion of the progress of the research project in 2023 and other topical issues of the section.
