Kostiantyn Lahoda, the Head of the Kropyvnytskyi branch of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine and leading forensic experts Viktor Davydchenko and Viktor Poltavets at the invitation of the Prosecutor’s Office of the Kirovohrad Oblast became participants of a joint operational meeting on June 23, 2020, which discussed the novel of legislation – the institution of criminal offenses and mechanism for their investigation.
The event was attended by the heads of structural divisions of departments for supervision of criminal proceedings and bodies of procedural management of pre-trial investigation of bodies of the State Bureau of Investigation. There also were the representatives of the independent structural units of the prosecutor’s office of the region, department heads and prosecutors of local prosecutor’s offices, heads of the State Public Prosecutor’s Office in the Kirovohrad Oblast and heads of investigative departments of territorial police departments, heads and experts of expert institutions in the Kirovohrad Oblast.
During the meeting, issues of changes in procedural legislation that regulate the procedure for conducting pre-trial investigation of misconduct and problematic issues related to the introduction of the institution of criminal misconduct were discussed and analyzed. The ways of ensuring the proper application of the legislation and the interaction of law enforcement agencies during the pre-trial investigation of criminal offenses are considered, taking into account the novels of the law, which come into force on July 1 of this year.
Kostiantyn Lahoda, the head of the Kropyvnytskyi branch of the Kyiv Scientific Research Institute of Forensic Expertise informed about the procedural procedure for the appointment of examinations and the possibility of organizing examinations and expert studies in the Kropyvnytskyi branch of the Kyiv Scientific Research Institute of Forensic Expertise.
Possible ways of cooperation with expert institutions in the context of innovations were identified based on the results of the meeting.
