On July 22, 2021, Oleksii Komandyrov, Head of the Department of Research of Project Documentation and Cost of Construction Works of the Laboratory of Engineering and Technical Types of Research of the Kyiv Scientific Research Institute of Forensic Expertise, took part in the round table “Small fuel filling stations — Legal. Together. Strong”, which did the National Fuel Retail Association (NFRA) organize.
Today, experts of the construction and technical direction of the Kyiv Scientific Research Institute of Forensic Expertise have the largest amount of work in Ukraine in terms of research of such facilities, namely filling stations, in terms of compliance with regulations on both the creation and placement of such facilities in the urban environment.
The main purpose of the round table is to discuss existing problems and legal conflicts regarding the location of small modular and container type filling stations, and to develop proposals for changes in existing regulations governing the activities of such entities.
During the event, Oleksii Komandyrov provided his professional vision of the legal regulation of placement and operation of modular and container type filling stations and comments on Draft Law 4407 concerning high-risk facilities.
In addition, together with the People’s Deputies of Ukraine, representatives of regulatory and supervisory bodies, the media, founders, and managers of small filling stations, they covered ways to overcome legal conflicts over small filling stations, including through construction and technical examination.
The National Fuel Retail Association developed a Resolution with specific proposals for changes and additions, clarifications of the legislation, which was sent to all responsible authorities due to a result of the round table discussion.
