On May 6, 2020, Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, took part in a working meeting of representatives of the Temporary Investigation Commission of the Verkhovna Rada of Ukraine, law enforcement agencies, forensic institutions held at the Prosecutor General`s Office concerning the investigation of the issues of explosion investigations in the facilities of the Ministry of Defense of Ukraine in the period from 2014 to 2018.
The participants of the event discussed the state of the pre-trial investigation in the criminal proceedings for explosions at the 65th arsenal of the Main Rocket and Artillery Directorate of the Armed Forces of Ukraine, located in Balakliia, Kharkiv Oblast and the report of the Temporary Investigation Commission of the Verkhovna Rada on these events.
Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise, made a report to the participants on conducting comprehensive photographic and explosive, computer, photo technical and psychological examinations, as well as explosives research and assessment of military property.
“Experts of the Kyiv Scientific Research Institute of Forensic Expertise have many years of extensive experience in conducting relevant types of research. Our experts are also involved in investigating the facts of fires in ammunition depots near the city of Ichnia and the city of Kalynivka. Today we presented the results of the forensic examinations in Balakliia. We briefly explained how we came to such conclusions, and are ready for further cooperation with colleagues in order to establish the truth in this matter”, said Oleksandr Ruvin.
