Meeting of the VI Working Group on the Study of Psychoactive Substances

On April 12-13, 2021, a meeting of the VI Ukrainian Drug Researchers Working Group (WG) on the Study of Psychoactive Substances (UDR WGSPA) was held with the participation of Nelia Poplavska, Chief Forensic Expert and Larysa Oliinyk, Senior Forensic Expert of the Material, Substances and Products Research Department of the Kyiv Scientific Research Institute of Forensic Expertise.

The Working Group was held within the framework of the EU-Act Project: «EU Action against Drugs and Organized Crime. Enhanced Evidence-Based and Intelligence-Led Cooperation and Capacity Building to address Drug related Organized Crime along the Heroin Route» was held at the Volyn Scientific Research Center of the Ministry of Internal Affairs of Ukraine in Lutsk.

The event was attended by:

  • José Manuel Colodrás, Regional Project Coordinator;
  • Nataliia Tkachenko, Director of the Department of Expert Support of Justice of the Ministry of Justice of Ukraine, Head of the UDR WGSPA;
  • Dariusz Zuba, Forensic Expert of the EU-Act Project;
  • Mario Rica, Forensic Expert of the EU-Act Project;

Oleksandr Zamoshets, Oleksii Zavialov and Pavlo Zelenyi were representatives of the State Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine.

Volyn State Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine was represented by Oleh Pododvornyi, Director of the Center, Viktor Denysiuk, Deputy Director of the Center, Vasyl Zhylko, Head of the Materials, Substances and Products Research Department.

During the meeting of the Working Group, the issues of the strategy of state drug policy until 2030, the status of the draft order of the Ministry of Health, according to which the family of substances by chemical structure will be the basis for enrollment of new psychoactive substances found in Ukraine as analogues of drugs, psychoactive substances and precursors.

As a result, all participants noted the high effectiveness of the meeting, and scheduled the next meetings for May and July.
