Within the framework of international cooperation, experts from the Kyiv Scientific Research Institute of Forensic Expertise received samples of Romanian identification documents

Experts from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, in cooperation with the Romanian Embassy in Ukraine, received samples of various types of Romanian identification documents.

“The identification documents of the Republic of Romania have printing and personalization features, so we turned to the liaison officer at the Embassy of Romania in Ukraine with a request to provide samples of the original identification documents for the Institute’s collection and are grateful for the prompt response,” said Serhii Naumenko, the chief forensic expert of the Questioned Document Examination Department of the Kyiv Scientific Research Institute of Forensic Expertise.

The employees of the Department now carry out a series of forensic examinations to study Romanian documents. The original samples are provided and their detailed descriptions will greatly help in the expert work.

“The illustrations of the documents that we see in the information directories do not convey the tactile sensations and the original color; when downloading and printing a file, it tends to change somewhat. Having the originals available, we can study the objects of research under the same conditions,” said Victoriia Kulykovska, the head of the Questioned Document Examination Department.

The main tasks of experts in the relevant types of research include:

1) determining the method of manufacturing the document;

2) the establishment of the fact and method of changing the content of the document;

3) restoration of poorly visible and invisible records;

4) restoration of the original form of the document;

5) determination of the time of production of the document;

6) identification of tools, means, devices and materials used to produce the document, as well as its executor.

Studying the original samples of documents from different countries makes it possible to increase the professional level of specialists and familiarize themselves with the concepts of protection of various document producers, as well as analyzing various elements of document protection in different countries.

An effective exchange of information will expand the capabilities of Ukrainian expert institutions, as well as increase the objectivity of conducting expert studies of passports and other travel documents, collecting reference data.
