Nataliia Nestor participated in the Annual Meeting of the European Network of Forensic Science Institutes (ENFSI)

From 24 to 26 May 2023, the Annual Meeting of ENFSI members took place in The Hague, bringing together leading experts from about 40 European countries to discuss current forensic challenges.

The membership meeting began with a welcoming speech by the Secretary General of the Ministry of Justice and Security of the Netherlands, Mr. Hendrikus Wilhelmus Maria Schoof, and the opening speech by the Director for Science and Technology of the Netherlands Forensic Institute (NFI), ENFSI Permanent Representative and organizer of this year’s Annual Meeting, Annemike de Vries.

Nataliia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise, became a representative at this year’s meeting of ENFSI member institutions in The Hague. This year, the Kyiv Scientific Research Institute of Forensic Expertise initiated the creation of another expert working group (EWG) on military research, since these types of research are quite relevant and will further become weighty evidence in the crimes of military aggression of the russian federation on the territory of Ukraine.

In her speech, Nataliia Nestor presented to the ENFSI membership the conceptual vision of the creation and activities of such an expert working group and expressed her hope for support in the creation of this group.

During the three-day membership meeting, seminars on the digitalization of forensic science and the use of artificial intelligence to optimize and improve the efficiency of forensic science were held. The participants discussed the problems that exist in terms of the topics of the seminars, ways to solve them and directions for future cooperation of all ENFSI members.

In addition, business meetings of ENFSI members were held in the following days, where representatives of the ENFSI Board were devoted to reporting on ENFSI activities in 2022 and discussing and agreeing on the ENFSI 2026 strategic plan. Also, ENFSI members by voting approved the Report of ENFSI activities in 2022, amendments to the ENFSI constitution, adopted the financial report and budget for 2024 and considered other issues of the network’s activities for the coming year.

The last day of the ENFSI business meeting was dedicated to organizing the ENFSI 2024 Annual Meeting in Madrid, Spain. The participants also heard reports on the involvement of EU direct grants by the EU Direct Grants Manager and Deputy Director of the State Bureau of Forensic Expertise of Latvia Raimonds Apinis; the report on the activities of the ENFSI working groups in 2022-2023 was presented by Dr. Attila Kuchmann, Director of the Institute of Forensic Science (Kiel, Germany).

Nataliia Nestor was invited to a meeting with the leadership of the Netherlands Forensic Institute, which is the only institution of forensic science in the Netherlands, during which a joint action plan was developed between the Kyiv Scientific Research Institute of Forensic Expertise and the Netherlands Forensic Institute. Nataliia Nestor also visited the International Criminal Court located in The Hague.

This year, Ukraine at the Annual Meeting of ENFSI was represented by representatives of the National Scientific Centre “Hon. Prof. M.S. Bokarius Forensic Science Institute” and the Ukrainian Research Institute of Special Equipment and Forensic Science of the Security Service of Ukraine.

The ENFSI meeting in The Hague demonstrated the importance of cooperation and information exchange between forensic laboratories in order to improve the quality of investigations and forensic examination, establishing new contacts. This is further confirmation that joint work and joint efforts help fight crime and ensure justice.
