Meetings of sections of Forensic Art Examination and Forensic Construction, Technical and Land Technical Examination were held

On October 13, 2022, regular meetings of the Forensic Art Examination Section and the Forensic Construction, Technical and Land Technical Examination Section of the Scientific Advisory and Methodological Council on Forensic Science at the Ministry of Justice of Ukraine were held online.

The sections were held with the participation of representatives of the Department of Expert Justice Support of the Ministry of Justice of Ukraine, Odesa Scientific Research Institute of Forensic Expertise and Lviv Scientific Research Institute of Forensic Expertise, National Scientific Center “Hon. Prof. M.S. Bokarius Forensic Science Institute”.

The representatives of the section of art examination from the Kyiv Scientific Research Institute of Forensic Expertise were:

  • Iryna Khodchenko, Head of the Art Research Sector;
  • Alina Diachenko, Forensic Expert.

The participants of the art history section discussed the status of current research works and technical tasks on topics planned for inclusion in the thematic plan of research works of the Ministry of Justice of Ukraine for 2023. At the meeting, a decision was made to change managers, and executors and extend the deadlines for some current topics of scientific research works. Experts also considered proposals for making changes to the training (internship) programs for expert specialities in art studies and historical and archaeological research and discussed the results of approval and implementation of scientific works. No less important during the session was the discussion of the issue of forensic art examination, which arose at the time in the conditions of the war.

On the same day, a meeting of the Forensic Construction, Technical, and Land Technical Examination Section of the Scientific Advisory and Methodological Council on Forensic Expertise Issues of the Ministry of Justice of Ukraine took place.

From the Kyiv Scientific Research Institute of Forensic Expertise, the following participated in the work of the Forensic Construction-technical and Land-technical Examination Section:

  • Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise;
  • Roman Pasko, Head of the Laboratory of Engineering and Technical Types of Research of the Kyiv Scientific Research Institute of Forensic Expertise, Deputy Head of the Section;
  • Mykola Shyshov, Head of the Department of Land Management and Land Valuation Research, Kyiv Scientific Research Institute of Forensic Expertise.

During the section, the participants primarily discussed the topic of determining the amount of destruction of real property as a result of the shelling of peaceful cities in Ukraine by the Russian aggressor. As well as algorithms for calculating the amount of damage to the owners of such property using the “Methodical recommendations for determining the cost of restoring real estate objects that have suffered significant damage and of destruction”. The Ministry of Justice of Ukraine approved this methodology. In the course of the constructive dialogue, the experts made a number of important decisions related to the solution of the actual problems of forensic construction and technical examination.
