On September 27, 2023, a scientific and methodological online seminar “Ways to improve control over executive discipline in the Ministry of Justice of Ukraine” (based on the analysis of appeals from individuals and legal entities received by the Ministry of Justice of Ukraine) was held, organized by the National Scientific Center “Bokarius Institute of Forensic Expertise” of the Ministry of Justice of Ukraine.
Introductory remarks were made by:
Nataliia Tkachenko, Director of the Department of Expert Support of Justice of the Ministry of Justice of Ukraine, PhD in Law, Honored Lawyer of Ukraine;
Serhii Tiuleniev, Director of the National Scientific Center “Bokarius Institute of Forensic Expertise”, PhD in Economics.
Speakers:
1) Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise made a presentation “Problematic issues of consideration of citizens’ appeals and requests for information concerning information with limited access”, in which he highlighted the actual, problematic, practical aspects of working with citizens’ appeals and requests;
2) Mariia Zelinska, Director of the Lviv Scientific Research Institute of Forensic Expertise, delivered a report “Prevention of disciplinary offenses increases the authority of forensic examination and is one of the indicators of a high level of professionalism of a forensic expert”;
3) Serhii Rozumnyi, Director of the Dnipro Scientific Research Institute of Forensic Expertise of Ukraine, delivered a report on “Control over the timely consideration of citizens’ appeals using the electronic document management system ASKOD”;
4) Mykhailo Mozhayev, Acting Director of the Research Center for Forensic Expertise in the field of information technology and intellectual property of the Ministry of Justice of Ukraine, Doctor of Technical Sciences, delivered a report “Actual problems of ensuring the required level of security of computer systems in terms of electronic document management”;
5) Dmytro Podorian, Deputy Director of the Odesa Scientific Research Institute of Forensic Expertise, delivered a report “Effective mechanisms for eliminating the reasons that lead to citizens’ appeals to the Scientific Research Institute of Forensic Expertise and measures that will help reduce them”;
6) Vladyslav Onyshchenko, representative of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights in Dnipropetrovska oblast, delivered a presentation on “Information rights under martial law: access to public information, citizens’ appeals and personal data protection”;
7) Ella Simakova-Yefremian, Deputy Director for Scientific Work of the National Scientific Center “Bokarius Institute of Forensic Expertise”, Doctor of Law, Professor, Honored Worker of Science and Technology of Ukraine, delivered a presentation “On the need to strengthen supervision over the provision of responses to appeals, inquiries related to statutory activities or the provision of incomplete responses”;
8) Andrii Lubentsov, Deputy Director for Expert Work of the National Scientific Center “Bokarius Institute of Forensic Expertise”, PhD in Law, made a presentation on “Peculiarities of consideration of appeals from individuals and legal entities regarding the timing of examinations in the NFIJE”;
9) Anastasiia Kupriianova, Deputy Director of the National Scientific Center “Bokarius Institute of Forensic Expertise”, PhD in Law, delivered a report “Practical recommendations for consideration of appeals from individuals and legal entities regarding the cost of forensic examinations”.
As a result of the seminar, a memo was prepared on issues related to the consideration of appeals from legal entities and individuals, etc.
