Kyiv Scientific Research Institute of Forensic Expertise took part in the All-Ukrainian scientific and practical conference “Current issues of forensic expert activity in the conditions of martial law and the post-war period”

On September 28, 2022, the All-Ukrainian scientific and practical conference “Current issues of forensic expert activity in the conditions of martial law and the post-war period” was held, in which representatives of the Kyiv Scientific Research Institute of Forensic Expertise took part.

The organizers of the conference were the Odesa Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine and the Lviv Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine.

Congratulatory and introductory speeches were made by:

  • Andrii Haichenko, Deputy Minister of Justice of Ukraine for Executive Service, Doctor of Philosophy;
  • Nataliia Tkachenko, Director of the Department of Expert Justice Support of the Ministry of Justice of Ukraine, Candidate of Juridical Sciences, Honored Lawyer of Ukraine;
  • Dmytro Kishko, Director of the Odesa Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine;
  • Roman Zaiats, Director of the Lviv Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine, Academician of the Ukrainian Academy of Sciences;
  • Oleksandr Ruvin, Director of the Kyiv Scientific Research Institute of Forensic Expertise, Doctor of Law, Honored Lawyer of Ukraine;

  • Roman Blahuta, Rector of the Lviv Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine, Сandidate of  Juridical Sciences, professor.

During the conference, the participants presented reports with presentations on topical forensic issues during the period of martial law in Ukraine. In particular, the participants of the All-Ukrainian scientific and practical conference considered the issues of determining the amount of damage caused to business entities as a result of the armed aggression of the Russian Federation. It is also discussed the features of detecting and recording traces of explosions from jet and missile weapons, psychological research of images containing signs of propaganda of the Russian totalitarian regime, and the armed aggression of the Russian Federation as a terrorist state against Ukraine. In addition, the participants discussed the problems of conducting forensic examinations of military property under martial law, conducting a forensic military examination on the use of indiscriminate weapons in the aspect of the provisions of international humanitarian law, and many other pressing issues of forensic expert activity under martial law state.

Oleksandr Zherebko, Head of the Regulatory and Methodological Activity and Standardization Department, Oleg Baulin, Head of the Scientific Activity and International Cooperation Department, and Anton Kaminskyi, Junior Researcher of the regulatory and legal support department, were representatives of the Kyiv Scientific Research Institute of Forensic Expertise who took part in the panel discussion.
