Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine signed a memorandum with the Ukrainian Parliament Commissioner for Human Rights

On April 19, 2023, the Director of the Kyiv Scientific Research Institute of Forensic Expertise Oleksandr Ruvin and the Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets signed a Memorandum of Cooperation.

According to the Memorandum, the parties agreed on cooperation in the field of ensuring guarantees of state protection of constitutional rights and freedoms of citizens, in in-depth cooperation in the field of technical and information support for forensic examinations and expert research.

In addition, within the framework of cooperation, it is important to develop a procedure for additional verification of Ukrainian servicemen who are in captivity in the territory of the russian federation. The algorithm of the procedure is as follows: relatives will contact the Office of the Commissioner, from where inquiries will be sent to the Kyiv Scientific Research Institute of Forensic Expertise.  The Institute, in turn, will make an examination based on photographs and provide the results of the examination. The experts’ conclusions will help identify Ukrainian soldiers who are in captivity.

In addition to identity confirmation, the examination can provide conclusions on the moral damages of citizens who were in captivity, as well as conduct research to determine the moral damage of persons who were in captivity and were subjected to psychological and moral violence.
