On May 17, 2022, a seminar was held based on the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine with the participation of representatives of the European Central Bank and experts from the Kyiv Scientific Research Institute of Forensic Expertise.
Representatives of the seminar from the Kyiv Scientific Research Institute of Forensic Expertise were:
- Nataliia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise;
- Viktoriia Kulykovska, Head of the Questioned Document Examination Department;
- Serhii Naumenko, Chief Forensic Expert of the Questioned Document Examination Department;
- Olena Pryimak, Chief Forensic Expert of the Questioned Document Examination Department;
- Halyna Yankovych, Chief Forensic Expert of the Questioned Document Examination Department;
- Svitlana Potiichuk, Senior Forensic Expert of the Questioned Document Examination Department;
- Experts of Ivano-Frankivsk, Kropyvnytskyi, Chernihiv, Cherkasy and Ternopil Branches of the Kyiv Scientific Research Institute of Forensic Expertise;
- Tetiana Kryvak, Junior Researcher of the Scientific Activity and International Cooperation Department.
Elizabeth Schultz, ECB representative and chief expert on the detection of holographic counterfeits on euro banknotes gave a presentation on “Reproduction of counterfeit holograms on euro banknotes. Basic principles for analysis”. In her presentation, the expert focused on the main features of hologram production and pointed out a number of complex and precise processes used in the production of a hologram, which are types of holograms. After general questions, the ECB representative further focused on identifying the features of counterfeit holograms on banknotes, and the methods used by fraudsters to produce holograms, which should be the first thing to look for when examining counterfeit holograms.
The final stage of the seminar was the work in the format of “Question-Answer” on all additional discussion topics that arose during the event. Participants had the opportunity to clarify and summarize important issues and share their own expert experience.
