KFI expert participated in the workshop “Implementation of infrastructure projects: preventing corruption risks and ensuring transparency”

On August 29-30, 2023, a workshop “Implementation of Infrastructure Projects: Preventing Corruption Risks and Ensuring Transparency” was held in Ivano-Frankivsk.

The event was organized with the participation of the all-Ukrainian communication campaign “Moving Forward Together” of the Delegation of the European Union to Ukraine, the European Investment Bank, the Ministry of Reconstruction of Ukraine and UNDP.

Oleksii Komandyrov, Head of the Department of Research on the Volumes, Quality and Cost of Construction Works of LID KFI, participated in the workshop as a speaker and delivered a presentation: “Construction and technical expertise of construction, reconstruction and repair of infrastructure facilities”. Oleksii Komandyrov highlighted the issues of aspects of construction and technical expertise of construction, reconstruction and repair of infrastructure facilities, in particular, the most common grounds for opening criminal proceedings in the restoration of infrastructure facilities, the main risk areas in the design, construction and operation of infrastructure facilities, the reasons for discrepancies between expert opinions when applying different methods of determining the cost of design work and the volume and cost of work performed, and provided practical examples of cases of overestimating the value of work, the ways of reducing corruption risks and fraud during the designing and implementation of the repair of infrastructure facilities projects were emphasized. 

The purpose of the workshop was to increase the capacity to implement projects in the field of reconstruction, overhaul and construction of social infrastructure facilities (schools, hospitals, kindergartens, ASCs), to properly identify, assess, prevent and mitigate the risks of corruption, fraud and other related risks, and to learn how to best use the most successful anti-corruption practices within a risk-based approach.

As a result of the workshop, the participants considered a number of important and controversial issues on this topic, highlighted the key functions of the forensic examination institute, and highlighted the practical aspects of interaction between customers, contractors, investigative authorities and forensic experts in compliance with the control procedure in the implementation of such facilities.
