Terrorism is called a global problem of our time, and the world community is devoting considerable efforts to counteract this phenomenon. Particular importance is attached to the legal direction of issues, in particular its criminal-legal component, which manifests itself in the tendency to strengthen the prohibition of terrorist actions both in international legal instruments and in national legislation. This trend causes the need to study the experience of countering terrorism by criminal means, developing scientifically sound proposals to improve the current anti-terrorism legislation.
Thus, the representatives of the Kyiv Scientific Research Institute of Forensic Expertise: Viktor Koloniuk, the Scientific Secretary and the Head of the Department of scientific-methodical and editorial-publishing activities, Andrii Poltavskyi, the Assistant Director, Serhii Lutsenko, the Head of the Explosion Research Department, Mykola Molyboha, the leading researcher of the Department of trace evidence, ballistic and weapons research and Yulia Foris, the senior researcher of the department of scientific-methodical and editorial-publishing activities attended the II International scientific-practical conference “Terrorism Activity Counteraction: International Experience and Its Topicality for Ukraine”.
The event was held on the basis of the National Academy of the Prosecutor’s Office of Ukraine with the participation of representatives of the General Prosecutor’s Office of Ukraine, the All-Ukrainian Association of Criminal Law, the EU Consultative Mission, European colleagues and other specialized organizations.
The purpose of the scientific event was to unite the efforts of the world scientific community, representatives of the legislative power, law enforcement and special services of Ukraine and Europe in solving problems of counteracting terrorist activities, discussing international experience in this field and its relevance for Ukraine, as well as improving the antiterrorist legislation and its enforcement.
A number of issues were discussed during the conference, in particular, conceptual approaches, international legal and legislative aspects of countering terrorist activities in the world; countering the spread of the ideology of terrorism and extremism, identifying the suppression and investigation of financial support for terrorism as important components of countering terrorist activities: procedural, forensic, criminological directions; the activities of law enforcement agencies and special services in the detection, suppression and investigation of crimes attributed to terrorist activities and minimizing their consequences; illegal migration as a prerequisite for the emergence of terrorist activities.
At the end of the event, the final document was prepared and adopted, which was sent to the Committee on National Security and Defense of the Verkhovna Rada of Ukraine for registration in lawmaking activities, the Cabinet of Ministers of Ukraine for application in the preparation of state concepts, programs, plans to counter terrorist activity, the Security Service of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Defense of Ukraine, the Department of the State Guard of Ukraine, Foreign Intelligence Service of Ukraine, the Ministry of Foreign Affairs of Ukraine, the State Service for Special Communications and Information Protection of Ukraine for the use in the implementation of measures to combat terrorism.
