According to the statistics of the State Agency of Automobile Roads of Ukraine for the year 2019, about 160 thousand traffic accidents occurred in our state. According to Pavel Borshchevskyi, the Head of the auto-technical research department of the Kyiv Scientific Research Institute of Forensic Expertise, only experts can determine the course of events during individual severe cases. Indeed, in order to resolve disputes over the facts of an accident, they require the use of special technical knowledge, covering the totality of the interacting elements of which the road traffic as a whole consists.
The experts of the automotive technical expertise industry carry out a number of complex activities, the main purpose of which is to establish the technical condition of vehicles, roads and the road furniture, road signs and markings, the mechanism of a road traffic accident (Road Traffic Accident), the psychophysiological state of the driver and participants in an accident, etc.
Carrying out forensic technical examination is necessary during the study of the following issues:
– technical analysis of the condition of the vehicle, the establishment of its malfunctions that threaten the safety of traffic, the reasons for their formation and time of occurrence; determination of the mechanism of the influence of the malfunction on the occurrence and development of the incident;
– establishing the mechanism of a road traffic accident and its elements: speed (in the presence of signs of braking and damage), braking and stopping distances, trajectory, relative position of the vehicle, especially weather conditions and terrain and other spatially dynamic characteristics of the accident;
– establishing compliance of the vehicle driver’s actions in a given traffic situation with the technical requirements of the Rules of the Road, the driver’s technical ability to prevent accidents from the moment of danger, in accordance with the technical point of view of the driver’s actions to the requirements of the Road Rules, as well as establishing a causal relationship between the actions of the driver and accident.
It is important to note that the objects of research can be not only vehicles, but also their fragments; specialists study each situation individually.
