On May 18, 2023, a seminar was held on the basis of the Main Department of the National Police in the Kirovohrad Oblast on the topic “Topical issues of appointment, organization and conduct of construction and technical (appraisal and construction), land and technical (appraisal and land) examinations and examinations on land management issues during the pre-trial investigation of criminal proceedings”.
The seminar was organized by employees of the Kropyvnytskyi Branch of the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, head of the Kropyvnytskyi Branch Kostiantyn Lahoda, leading forensic expert Iryna Shevchenko, forensic expert Anastasia Taran.
The seminar was attended by:

- Valentyn Kozhukhivskyi, Deputy Head of the National Police in Kirovohrad region – Head of the Investigation Department
- Maksym Babiy, Director of Kirovohrad State Scientific and Scientific Research Center of the Ministry of Internal Affairs of Ukraine
- Experts of Kirovohrad State Scientific Research Center of the Ministry of Internal Affairs of Ukraine
- Employees of the National Police in Kirovohrad Oblast, employees of the inquiry department of the National Police in Kirovohrad Oblast
- Employees of the investigation and inquiry units of the Police Department No.2 (Kropyvnytskyi) of Kropyvnytskyi District Police Department of the National Police in Kirovohrad Oblast, (in the conference studios of territorial police units: employees of the investigation and inquiry units of the district police departments of the National Police in Kirovohrad Oblast).
At the beginning of the seminar, the Head of the Main Department of the National Police in the Kirovohrad Oblast Roman Koziakov addressed the audience with an introductory speech.
Kostiantyn Lahoda, Head of the Kropyvnytskyi Branch of the Kyiv Scientific Research Institute of Forensic Expertise, focused on topical issues of appointment, organization and conduct of forensic examinations, problematic issues and terms of examinations.
Iryna Shevchenko, the leading forensic expert of the Kropyvnytskyi Branch of the Kyiv Scientific Research Institute of Forensic Expertise, highlighted the issues of construction and technical examinations related to the determination of material damage during repair and construction works, in particular road construction and repair. The issue of using software systems during construction and technical examinations was discussed.
Anastasia Taran, the forensic expert of the Kropyvnytskyi Branch of the Kyiv Scientific Research Institute of Forensic Expertise, spoke about conducting land technical examinations and examinations on land management issues and drew attention to the problematic issues that arise during these types of examinations.
Maksym Babiy, Director of the Kirovohrad State Scientific Research Center of the Ministry of Internal Affairs of Ukraine and experts of the Kirovohrad State Scientific Research Center of the Ministry of Internal Affairs of Ukraine, highlighted the issue of presenting the necessary basic documents and initial data for construction and technical expertise and discussed the peculiarities of execution of accompanying documents when sending resolutions and materials for examination.
The seminar was held in the form of a dialogue, where participants had the opportunity to ask questions to experts and received comprehensive answers to the questions posed. This format of seminars effectively promotes the exchange of experience and provides a fruitful discussion between participants.
