Experts of KFI took part in the conference “Prospects for the development of property valuation: legislation, deregulation, methodology, practice”

On the way of Ukraine’s integration into the world community, the introduction of international standards in domestic evaluative practice and the use of modern information technologies in the assessment of property and property rights is an urgent issue and the legislative and regulatory bodies.

Taking into account the need for constant and timely study and implementation of the latest European legislation in the domestic legal and methodological base, experts of Kyiv Scientific Research Institute of Forensic Expertise carry out constant monitoring of scientific events devoted to these issues and participate in various conferences, briefings, round tables, etc.

Thus, the specialists of the Laboratory of Engineering and Technical Research Victoria Savchak, the leading researcher of the Department of Land Use and Land Assessment Research, Anna Nekrylova, the forensic expert of the Department of Land Use and Land Assessment Research and Oleksandra Kostina, the forensic expert of the Department of Land Use and Land Assessment Research, took part in the XXIV International Scientific and Practical Conference “Prospects for the development of property valuation: legislation, deregulation, methodology, practice”.

The event was held with the participation of representatives of the scientific research forensic institutions of the Ministry of Justice of Ukraine, the State Property Fund of Ukraine, the National Commission on Securities and the Stock Market, the National Bank of Ukraine, the Deposit Guarantee Fund, the State Service of Ukraine for Geodesy, Cartography and Cadastre (StateGeoCadastre), the Antimonopoly Committee of Ukraine, the Business Ombudsman of Ukraine , The State Regulatory Service of Ukraine, international partners – TEGoVA, FIABCI, appraisers and representatives of self-regulatory organizations of Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Poland and Romania.

The main goal of the meeting was to discuss the novelties in the European and domestic regulatory and legal and methodological bases for assessing property and property rights and their impact on the development of valuation activities.

The main issues that were put forward for discussion are the following:

  1. Fundamentals of the state and public regulation of appraisal activity – the authority of the SPFU and other state regulators (Deposit Guarantee Fund , NBU, the National Securities and Stock Market Commission of Ukraine (the NSSMC)) of appraisal activity, interaction with self-regulating organizations of appraisers, uniform legislative requirements and application standards for evaluation procedures.
  2. Development of the spheres of application of services for valuation of property and property rights – Discussion of the legislation of the European Union, Ukraine and other countries on the valuation of property and property rights.
  3. Trends in the development of the valuation methodology – Changes in the views concerning the site and the assessment base, assessment methods and requirements to the appraiser in international and national standards.
  4. Prospects and risks of introducing automated assessment systems – theuse of modern information technologies in assessing property and property rights.

Experts of Kyiv Scientific Research Institute of Forensic Expertise will continue to participate in international and national scientific and practical activities for the purpose of continuous and sustainable professional growth.
