Pavlo Borshchevskyi, Head of the Auto-technical Research Department and Oleksandr Yurchenko, leading forensic expert, both are representatives of Kyiv Scientific Research Institute of Forensic Expertise, took part in a workshop. The workshop was devoted to the discussion of the features of investigating crimes in the field of violation of traffic safety rules and operating vehicles, conducting forensic examinations and providing a legal assessment of the actions of road accident participants.
The meeting was initiated by the Main Directorate of the National Police in Kyiv Oblast with the aim of discussing problematic issues, finding ways to solve them and increasing the effectiveness of investigations.
Representatives of the State Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine, Kyiv Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine and prosecutors of the Kyiv Region Prosecutor’s Office were also invited to participate.
The participants discussed the features of the appointment of examinations and expert studies to evaluate the actions of participants in road traffic accidents, including when making an accident in conditions of limited visibility (dark time of a day, adverse weather conditions, etc.).
It was about the possibility of expert determination of the primary cause-and-effect relationship between the actions of several participants in an accident and the onset of consequences, if several drivers identify violations.
During the meeting, experts drew attention to the issues of legal assessment of the actions of participants in road traffic accidents and the methodology for determining the moment of danger for the movement of drivers when committing pedestrian crossings on pedestrian crossings.
