Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine hosted a round table on the topic “Pressing issues of conducting forensic handwriting examinations”.
The meeting was attended by representatives of KFI of the Department of Handwriting Research from regional branches.
Deputy Director Tetiana Holikova and Viktor Kostetskyi Head of the Criminalistics Laboratory in the opening remarks congratulated the participants of the seminar and noted that the relevant meetings are a necessary step in the implementation of forensic expertise. Due to a joint discussion of topical issues of concern, specialists have the opportunity to quickly find ways to solve them collectively analyze and discuss current changes in legislation, share experience and modern research methods.
Forensic handwriting examination is one of the most popular areas of research which is in constant development. The dynamics of the number of forensic handwriting examinations, which are carried out by experts of the Institute, increases significantly every year. This was told in the report by Iryna Bilous, the head of the department of handwriting research of Kyiv Scientific Research Institute of Forensic Expertise and also outlined the features of the organization of the forensic handwriting examination at the present stage.
As part of the roundtable, the participants discussed regulatory and methodological support for activities in the field of forensic handwriting expertise, namely:
- changes to the current legislation;
- changes made to the Instruction and scientific and methodological recommendations on the preparation and appointment of forensic examinations and expert studies;
- information on the expiration of certain methods of conducting a handwriting examination.
A separate unit of work addressed problematic issues arising within the framework of handwriting examination, using examples from expert practice. So, the participants discussed the topic of establishing the fact of making changes to the content of the printed text of the document by reprinting using the same laser engraving device with laser printing technology.
