Continuation of the participation of Kyiv Scientific Research Institute of Forensic Expertise in the international project CEPOL Exchange Program 2019: Ukraine-Latvia

A continuation of the participation of Kyiv Scientific Research Institute of Forensic Expertise in the international CEPOL Exchange Program 2019 was the visit of Svitlana Dolynkivska, Head of the linguistic research sector, to the Forensic Service Department of the State Police of Latvia.

According to the participant from Kyiv Scientific Research Institute of Forensic Expertise Svitlana Dolynkivska, her colleague and counterpart Daina Blažēvica, a competent specialist with many years of experience in conducts linguistic expertise. “It’s nice that the foreign colleague was very open to the mutual exchange of knowledge. During a visit to the Forensic Service Department of the State Police of Latvia, I became acquainted with the work of the Department’s structural units, in particular, the Quality Department, IT laboratories of audio and speech laboratories, handwriting research laboratories and technical document research, and the secretariat”, said Svitlana Dolynkivska, Head of the linguistic research department.

During the working visit, the program participants were able to:

  • Discuss current approaches, methodology and techniques for conducting audio and language, as well as complex and commission, forensic examinations, which are used in the Forensic Examination Department of the State Police of Latvia;
  • Discuss the topic of the relevance of linguistic, acoustic, phonetic analysis during a comprehensive examination of speech, clarified the content of manual, automatic and automatic methods and computer programs that are used in them;
  • Discuss the topic of legislative regulation and topical issues of the appointment of speech and audio expertise, as well as the process of training and retraining of specialists;
  • Get acquainted with the work of specialists of the Quality Department of the Department and discussed the content of the standard ISO17025 and the criteria for checking the quality of the work of an expert.

In addition, positive in the context of the practice in Ukraine for the Ukrainian participant was the ability to take part in the practical consideration of cases using various forensic software used in the Forensic Service Department of the State Police of Latvia; familiarization with computer equipment and programs that allow to expand the possibilities of solving the issues of complex linguistic examinations; familiarization with the work of linguistic experts of the State Bureau of Forensic Examination of the Latvian Ministry of Justice and discussion of topical issues of linguistic expertise; establishing the specifics of research in Ukraine and Latvia in solving the same problems.

The gained experience and new knowledge of experts in the future will be used in the future professional activity and will be distributed to a larger circle of people among the colleagues of the departments in which they work.

“The methods of work that I have reviewed will be discussed with colleagues for their further implementation in the expert practice of Kyiv Scientific Research Institute of Forensic Expertise. I plan to continue communication and further cooperation with my exchange partner and I believe that this will positively affect the joint development of examination methods taking into account the specifics of research in two countries”, said Svitlana Dolynkivska, Head of the linguistic research department.

It is pleasant to note that this year Kyiv Scientific Research Institute of Forensic Expertise became the only expert organization of the Ministry of Justice of Ukraine, which was joined the CEPOL Exchange Program 2019. We are proud of our achievements, strive for improvement and will continue to develop international cooperation in this area.
