Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine continues to actively develop international cooperation. The experts of the Institute have conducted dozens of examinations jointly with foreign colleagues.

According to Oleksandr Ruvin, Director of KFI, the experts of the Institute are involved in the activity of international working groups in various areas of forensic research, including explosives research, firearms research as well as fire and explosion research. The forensic experts of KFI are constantly involved in the work of the international expert commissions, use modern technologies and software.

The Polish system FAVI is one of such tools. The international project envisages the accumulation and provision of information with the purpose of countering the criminal auto business.

The systematized database accessible on-line 24/7 for the experts of KFI contains the information on identification marks (tags, digital forms) that are used by car manufactures in various means of transport and car models. In addition, there is information on ways of falsification of identification numbers and it is freely available for the experts. There are researches to establish the fact of cars’ markings changes as well as to conduct an expertise the registration documents for counterfeits.

In separate tabs and sections forensic experts can study samples of real forms of registration certificates, driver’s licenses with a detailed description of them. What is it for? First of all, the expert can make a prompt conclusion whether the documents are forged or not, when studying foreign documents with the use of this base.

In June 2016 was presented the latest improved version of the FAVI database. In 2017 the experts of KFI attended the international seminar in Poland for the users and administrators of FAVI. The experts of European countries are also the users of FAVI. There is a cooperation and exchange of experience between experts’ institutions and law enforcement agencies of Germany, Lithuania, Poland, Slovakia, and the USA etc.

The use of FAVI system allows the experts of KFI to find quickly the necessary information for research and improve the quality of forensic expertise for the identification of vehicles.
