About the Register of methodologies for conducting forensic expertise

The Register of methodologies of conducting forensic expertise is the official database that is maintained with the purpose of creating an information fund on the availability of methods for conducting forensic expertise that have been certified and recommended for implementation in the expert practice in accordance with the Procedure for attestation and state registration of methods for conducting forensic expertise approved by Decree of the Cabinet of Ministers of Ukraine dated 02.07.2008 N 595 ( 595-2008-п ).

The information contained in the Register is open to requests of law enforcement bodies, courts and interested legal entities and individuals. The Ministry of Justice of Ukraine conducts and maintains the Register. Functions of the Registry Holder are assigned to the Office of Expert Justice Support of the Ministry of Justice of Ukraine. The method of conducting forensic expertise is included in the Register by the decision of the Coordination Council on issues of forensic examination under the Ministry of Justice. To do this, you need to provide the Registry Holder with the following information:

1.A copy of the decision of the Coordination Council.

2. Two copies of the methodology in a concise form, with the presence of formulas, calculations, etc.

3. A copy of the review of the report on the development of the methodology.

4. A copy of the certificate of the methodology approbation.

5.A copy of the decision of the specialized institution on the recommendation of the methodology for implementation.

6. A registration card of a specialized institution that has developed the methodology.

The decision to include the methodology in the Register shall be made by the Ministry of Justice of Ukraine within ten days from the receipt of the documents.

In accordance with the order of the Ministry of Justice of Ukraine “On Approval of the Procedure for Maintaining the Register of Methodologies for Conducting Forensic Expertise”, along with certified methods during the forensic expertise information sources are also used and not subject to certification and are obligatory for use in the territory of Ukraine, in particular, regulatory legal acts and normative documents (international, national and industry standards, technical conditions, rules, norms, regulations, instructions, recommendations, lists, constituent documents of the State Committee for Technical Regulation and Consumer Policy of Ukraine) and others.

If necessary, scientific and technical and reference literature may also be used during the conducting expertise, the list of which is approved by the order of the Ministry of Justice of Ukraine and is not exhaustive, information databases from the Internet, as well as software products recommended for use in expert practice by the decision of the Coordination Council on issues of forensic expertise under the Ministry of Justice of Ukraine.
