A seminar “The main tasks and issues that solves by the specialty 10.20 “Research on Land Management” Development prospects” was held at Kyiv Scientific Research Institute of Forensic Expertise

An interdepartmental scientific and practical seminar on the topic “The main tasks and issues that solves by the specialty 10.20 “Research on Land Management” Development prospects” was held in Kyiv Scientific Research Institute of Forensic Expertise.

Director of KFI Oleksandr Ruvin in a welcoming speech noted that research on land management concerns engineering and technical expertise and constitute one of the most common forensic examinations in Ukraine, the number of designated land and technical examinations as well as land assessments for the recent years has increased significantly. Meetings of specialists during scientific conferences, round tables, lectures and seminars are a prerequisite for the development of scientific and methodological support of forensic expert activity, establishment of interdepartmental communication and joint search for solutions to urgent problem issues.

In general, the speakers’ speeches were devoted to the current state and perspective of the development of the specialty 10.20 “Research on Land Management”.

Mykola Shyshov, the Head of the Department for Land Management and Land Evaluation of the Kyiv Research Institute of Science, presented to the audience a report on the application of the specialty in the modern criminal process and told about the main tasks and issues that solves by the specialty.

Yurii Bikus, the Deputy Head of the Department of Research on Land Management and Land Evaluation of KFI analyzed practical aspects of the implementation of forensic examinations in the specialty 10.20 “Research on Land Management”. Development prospects”, in particular, it was discussed a question of non-standard issues and non-standard approaches.

The presentation of the research assistant Victoria Savchak, the leading expert of KFI, was devoted to the development of a specialization in calculating losses to landowners and land users, as well as what the damage has been done.

The second part of the seminar began with the awarding of certificates of appreciation to Andrii Kharchenko and Andrii Martyn for their personal contribution to the development of expert support for the justice of Ukraine and fruitful business cooperation with Kyiv Scientific Research Institute of Forensic Expertise.

Andrii Kharchenko, the Deputy Head of the State Expertise Department of the State Service of Ukraine for Geodesy, Cartography and Cadastre presented a report on the current land legislation of Ukraine, changes in the Land Code of Ukraine and other normative legal documents.

Andrii Martyn, the Head of the Department of Land Management Design, Doctor of Economics, Associate Professor of the National University of Life and Environmental Sciences of Ukraine discussed with participants approaches to assessing the compliance of documentation on land management with the requirements of the current legislation, namely the legal and regulatory framework for modern land management and the quality problems of land management documentation.

The final part of the seminar was the presentation of Oleksandr Doshchechkin, the geodetic engineer, the employee of KFI on the use of modern technologies in geodesy when conducting forensic examinations in specialty 10.20 “Research on Land Management”.

At the end of the meeting, the seminar participants visited the Museum of the Kyiv Scientific Research Institute of Forensic Expertise and had an opportunity to see in practice the possibilities of using unmanned aerial vehicles which are being implemented by the experts of KFI in carrying out the land and technical examinations.
