A seminar “Problematic Issues of Development of Forensic Linguistic Expertise and Ways of Solutions” was held at Kyiv Scientific Research Institute of Forensic Expertise

An interdepartmental scientific and practical seminar “Problematic issues of development of forensic linguistic expertise and ways of solutions” was held at Kyiv Scientific Research Institute of Forensic Expertise.

Forensic linguistic expertise is one of the most complex types of research. Experts, having special knowledge, study oral and written speech in order to resolve questions about the presence of statements in them that can disgrace honor and dignity, business reputation, signs of slander, threats, extremism, attitude to religion, etc. Given the dynamic development and importance of carrying out relevant research, experts should have a permanent opportunity to jointly discuss problematic issues and find ways of their solutions.

The event was organized on the basis of KFI and brought together specialists from research institutions of the Ministry of Justice of Ukraine, the Ukrainian Scientific and Research Institute of Special Equipment and Forensic Expertise of the Security Service of Ukraine (ISEE SSU), the Expert Service of the Ministry of Internal Affairs of Ukraine, the Institute of Philology of Taras Shevchenko National University of Kyiv and the Ministry of Culture of Ukraine.

Special guests of the seminar were Oleksandr Oliinyk, Director of the Department of Justice and National Security of the Ministry of Justice of Ukraine and Olha Stelmakh, Deputy Head of the National Security Directorate of the Ministry of Justice of Ukraine.

Oleksandr Ruvin, the director of KFI, in a welcoming speech noted the dynamics of the increase in the number of forensic linguistic expertise received and performed by the experts of KFI during recent years. If in 2014 the experts of KFI performed 2,093 linguistic examinations, in 2017 this number increased to 3,342 examinations, representing more than 60% of the total number of examinations performed by all NDUCE of the Ministry of Justice of Ukraine.

In a welcoming speech, the director of the Kyiv Scientific Research Institute Alexander Ruvin noted the dynamics of the number of judicial linguistic examinations received and executed by experts of the Court of Linguistic Experts during the last years. If in 2014 the experts of the CDISI performed 2093 linguistic examinations, then in 2017 this number increased to 3342 examinations, which is more than 60% of the total number of completed assessments by all expertise institutions of the Ministry of Justice of Ukraine.

Oleksandr Oliinyk, the Director of the Department of Justice and National Security of the Ministry of Justice of Ukraine associates the active development of forensic linguistic expertise with the events taking place in society and its modern tendencies, the increasingly frequent practice of using media methods and ways of influencing people’s consciousness.

Oleksandr Oliinyk noted that the increase in the level of demand for linguistic expertise coincides with the beginning of armed aggression against our state, the violent unlawful rejection of the Crimean Autonomy and Sevastopol from Ukraine and the seizure of certain parts of the Donetsk and Luhansk oblasts. These events caused the global need for the bodies of pre-trial investigation to find out the true meaning of the statements of certain figures who were accused of crimes related to the foundations of national security, a split in the territorial integrity of Ukraine and support for separatist actions.

Participants of the seminar discussed issues of interdepartmental cooperation in the appointment and conduct of forensic linguistic expertise, its status in modern Ukrainian society and methods in discussions about the professional competence of the expert linguist. It was about the development of a methodology for semantic and textual research of statements expressed in the form of appeals and the development of methodological recommendations on forensic linguistic expert research of text sources of propaganda information. Particular attention was paid to the implementation of comprehensive psycho-linguistic expertise and methodological problems that arise in the process of their implementation.

At the end of the meeting, all participants received certificates confirming their participation in the interdepartmental scientific and practical seminar “Problematic issues of development of forensic linguistic expertise and ways of solutions”.
