On December 27, 2022, under the chairmanship of Nataliia Tkachenko, Director of the Department of Expert Support of Justice of the Ministry of Justice of Ukraine, Chairman of the Presidium of the Scientific Advisory and Methodological Council, Candidate of Juridical Sciences, Honored Lawyer of Ukraine, a meeting of the Presidium of the Scientific Advisory and Methodological Council on Forensic Expertise at the Ministry of Justice of Ukraine was held.
From the Kyiv Scientific Research Institute of Forensic Expertise, the meeting was attended by members of the Presidium:
- Oleksandr Ruvin, Director of Kyiv Scientific Research Institute of Forensic Expertise, Doctor of Law, Honored Lawyer of Ukraine;
- Natalia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise, Doctor of Law, Senior Researcher, Honored Lawyer of Ukraine;
- Yevhen Tymko, Head of the Department of Phonoscopic, Computer Research of the Laboratory of Forensic Types of Research of the Kyiv Scientific Research Institute of Forensic Expertise;
- Oleh Posilskyi, Head of the Department of Materials, Substances and Products Research of the Kyiv Scientific Research Institute of Forensic Expertise;
- Tetiana Holikova, Head of the Laboratory of Organization of Expert Activity of the Kyiv Scientific Research Institute of Forensic Expertise;
- Pavlo Borshchevskyi, Head of the Department of Auto-technical Types of Research of the Kyiv Scientific Research Institute of Forensic Expertise;
- Mykola Molyboha, Leading Researcher of the Kyiv Scientific Research Institute of Forensic Expertise;
- Viktoriia Kulykovska, Head of the Department of Technical Research of Documents of the Laboratory of Forensic Research of the Kyiv Scientific Research Institute of Forensic Expertise;
- Ihor Samoilenko, Chief Forensic Expert of the Department of Trasological, Ballistic, Explosive Research and Weapons Research of the Laboratory of Forensic Research of the Kyiv Scientific Research Institute of Forensic Expertise;
- Viktor Koloniuk, Scientific Secretary of the Kyiv Scientific Research Institute of Forensic Expertise.
At the meeting of the Scientific Advisory and Methodological Council on the problems of forensic examination at the Ministry of Justice of Ukraine, one of the first issues on the agenda was the consideration of the election of the Deputy Chairman of the Presidium and Secretary of the Presidium of the Scientific Advisory and Methodological Council under the Ministry of Justice of Ukraine. Accordingly, Nataliia Nestor, Deputy Director of the Kyiv Scientific Research Institute of Forensic Expertise and Secretary Tetiana Baklan, Chief Specialist of the Department of Expert Support of Justice of the Ministry of Justice of Ukraine, was elected Deputy Chairman of the Presidium.
Also during the meeting, new research works proposed by research institutions of forensic examinations were considered to resolve the issue of their relevance and expediency of including in the Thematic Plan of research works of research institutions of forensic examinations of the Ministry of Justice for 2023; coordination of the draft work plan of the Scientific Advisory and Methodological Council and the plan for the implementation of the results of research work of research institutions of forensic examinations for 2023 and other topical issues. In particular, one of the issues that were considered and agreed upon was the creation of advanced training courses in the expert speciality 14.1 Psychological Research.
