Oleksandr Ruvin, Director of Kyiv Scientific Research Institute of Forensic Expertise together with the Prosecutor General of Ukraine Yurii Lutsenko and Vitalii Malikov, First Deputy Head of SSU made speeches during a joint briefing.
The main investigation department of the Security Service of Ukraine for the procedural guidance of the prosecutors of the Main Military Prosecutor’s Office of the General Prosecutor’s Office of Ukraine completed the pre-trial investigation in criminal proceedings on suspicion of one of the people’s deputies of Ukraine and the Head of the public organization “Officers Corps” in the commission of a terrorist act in the center of Kyiv.
Yurii Lutsenko, the Prosecutor General of Ukraine informed that during the investigation, all the necessary evidence was obtained, confirming the version about the preparation of a large-scale terrorist act in the center of the Ukrainian capital by using weapons that were provided to intruders from the territory of so-called “DPR”.
“In the investigation, the next stage is coming, that is, execution of Art. 290 CPC of Ukraine – familiarization of suspects, their defenders with the materials of pre-trial investigation, after the completion of this procedure, the case will be sent to court”, said the Prosecutor General of Ukraine.
Oleksandr Ruvin, Director of KFI, told about the results of a comprehensive, commissioned military, explosive, physical and chemical examination and examination of weapons, based on materials of criminal proceedings. Particular attention was paid to the characterization of weapons and the possible consequences of the planned terrorist act.
The experts of KFI had mortars and mines to them, grenades, a large-caliber machine gun “Utos”, a sniper rifle “Donchanka” caliber of 12.7 mm, cartridges to them that can pierce an armored car, Kalashnikov assault rifles with cartridges, grenade launchers RPG- 7 and RPG-22, anti-personnel mines, grenades, grenade launchers with grenades and other ammunition.
“All weapons and ammunition were technically in a good condition and ready for use. In the probable zone of defeat, there were residential houses, educational institutions, public health services, religious institutions, institutions of judicial power and government, as well as trade objects, hotels and entertainment facilities”, said Oleksandr Ruvin, director of KFI and added that for the information provided by the Kyiv city state administration and experts’ calculations, about 72,000 people could be in a certain zone during working hours.
An explosion of one of the weapons – a mine, which, according to Yurii Lutsenko, could be detonated in the premises of the Verkhovna Rada of Ukraine, was demonstrated during the briefing with the purpose of visualizing the possible consequences of the terrorist act.
