Ukrainian and foreign forensic experts discussed issues of electronic criminal proceedings

Yevhen Tymko, the Head of the phonoscopic, computer-technical and telecommunications research department of Kyiv Scientific Research Institute of Forensic Expertise, participated in the international round-table discussion “Electronic criminal proceedings”.

The event was held on the basis of the National Prosecution Academy of Ukraine with the aim of combining the efforts of practitioners of law enforcement agencies of Ukraine, scientists and experts to solve the problems of the development and practical implementation of electronic criminal proceedings in the activities of the criminal justice authorities of Ukraine.

In his welcoming remarks, the rector of the institution, Mykhailo Loshytskyi, expressed confidence that a scientific event in the conditions of using modern technologies and gadgets, informational support of all spheres of society will contribute to the implementation of the idea of development reform – “Country in the smartphone”. In particular, the talk was about steps have already been made the introduction of electronic criminal proceedings, namely, the functioning of the Unified Register of Pre-trial Investigations and the development of a draft concept for electronic criminal proceedings.

The main issues that were discussed during the round table were the problems of the development and implementation of electronic criminal proceedings, the problems of legislative support of electronic criminal proceedings, as well as the use of foreign experience in the functioning of electronic criminal proceedings. First of all, the ability of the prosecution authorities to effectively counter a criminal offense depends on solving these issues.

Yevhen Tymko, the Head of the phonoscopic, computer-technical, and telecommunications research department of Kyiv Scientific Research Institute of Forensic Expertise, presented the audience a report on the topic “Problems of the expert examination of digital documents”.

A special interest and active discussion of the audience was raised by the honorary participant of the event – Head of the Rule of Law Component, European Union Advisory Mission Fabian Loewenberg, who in his report “International Support for the Development and Implementation of Electronic Criminal Proceedings in Ukraine” noted that “the introduction of the system of electronic criminal proceedings should be a priority for the Government of the country.

The round table brought together many participants, including well-known legal experts and scholars, in particular the anti-corruption expert of the European Union Anti-Corruption Initiative in Ukraine.

The event was held in an open and constructive atmosphere, which facilitated a detailed exchange of views and experiences between participants. The result of active discussions of the roundtable participants was the development of scientific and practical recommendations for improving the current legislation and law enforcement practice on the introduction of electronic criminal proceedings.
