Kyiv Scientific Research Institute of Forensic Expertise hosted a round table “A retrospective view of the history and modernity of Kyiv Scientific Research Institute of Forensic Expertise” which was devoted to the 105th anniversary of the opening of the Cabinet of Scientific and Forensic Expertise under the Prosecutor of the Kyiv Chamber of Justice on February 2, 1914.
The purpose of the event was to highlight the establishment and development of forensic science in the Kyiv Scientific Research Institute of Forensic Expertise, starting from the time the Cabinet of Scientific and Forensic Expertise was founded under the Prosecutor of the Kyiv Chamber of Justice and ending with the current state of the forensic expert activities of the Institution as well as a meeting of veterans and workers of KFI.
The event began with the welcoming speech of Oleksandr Ruvin, Director of KFI, who noted that the Institute’s staff is proud of its important history. According to the Head of KFI, the Institute is one of the few expert institutions with 105 years’ history, which has managed to preserve unique historical documents that give an idea of the first year of the existence of the Cabinet of Scientific and Forensic Expertise under the Prosecutor of the Kyiv Chamber of Justice. First of all, it is the Law of the establishment of the Cabinets of Scientific and Forensic Expertise in the cities of Moscow, Kyiv and Odesa, which was signed by Emperor Nicholas II on July 4, 1914. The ceremonial opening of the Cabinet of Science and Forensic Expertise in Kyiv was held on February 2, 1914, now KFI’s staff celebrated 105th anniversary of the beginning of practical forensic activity.
The archives of KFI still contain invitations sent out by Ivan Shchehlovitov former Minister of Justice for invited participants of the celebrations, an explanatory note to the draft Law on Kyiv and Odesa Cabinets of Scientific and Forensic Expertise, newspapers of 1914 which covered the solemn event, etc.
From a scientific point of view there is an interesting report on the work of the Kyiv Cabinet for the first year of existence.
“During the first year of its existence, the Kyiv Cabinet of Scientific and Forensic Expertise in the cases of the Kyiv, Kharkiv and Warsaw Chambers received 304 materials and 534 pieces of material evidence for research. In 2018, experts from Kyiv Scientific Research Institute of Forensic Expertise conducted more than 50 thousand examinations and expert studies. This is a 105-year history of formation and development, accumulation of experience of generations, development of expert areas of research, arrangement of modern laboratories and material and technical base”, said Oleksandr Ruvin, Director of KFI.
During the round table meeting, veterans and specialists from KFI shared their memories of the expert work: Victor Strynzha, former Director of Kyiv Scientific Research Institute of Forensic Expertise (1981-1997), Heads of Laboratories, namely, Stepanova Liudmyla, Popov Yurii, Rohoza Valentyn, Podliesna Nataliia, Malik Viktor and other prominent scientists.
It is pleasant and honorable that representatives institutions and organizations joined the celebration of the anniversary of the existence Kyiv Scientific Research Institute of Forensic Expertise and holding of the round table, namely: the National Academy of Legal Sciences of Ukraine, the Department of Justice Taras Shevchenko National University of Kyiv, the Department of Criminalistics and Forensic Examination of the Educational and Research Institute No. 2 of the National Academy of Internal Affairs, Research Laboratory for Criminalistics and Forensic Expertise of the National the Academy of Internal Affairs, the Department of Criminalistics and Forensic Medicine of the National Academy of Internal Affairs, the Department of Criminal and Criminal Procedure Law of the National University of “Kyiv-Mohyla Academy”, Department of Criminal Law, Procedure and Criminalistics of the European University and others.
Volodymyr Cherniei, Rector of the National Academy of Internal Affairs and leaders of other institutions of higher education presented their congratulations to the participants of the round table and the staff of Kyiv Scientific Research Institute of Forensic Expertise.
The seminar participants had the opportunity to summarize 105 years since the beginning of practical expert activities on the territory of modern Ukraine. Veterans and workers of KFI visited the museum of the Institute, where their achievements and contributions to the development of forensic examination were admitted. Heads of expert laboratories of the 90s met and talked with their successors, visited laboratories in which they once worked, and now they saw the work of subsequent generations.
Oleksandr Ruvin, Director of KFI, summed up the meeting and works of the round table and noted that such meetings in the future will become a good tradition.
