Kyiv Scientific Research Institute of Forensic Expertise is one of the oldest expert institutions of the Ministry of Justice of Ukraine, whose specialists takes care of historical experience, use the professional scientific achievements of predecessors and develop modern research work. The results of the general activities of the charters are largely dependent on the communication of specialists, common aspirations and goals.
So, for the exchange of experience, topical innovations, analysis of modern opportunities for expert research, an internal research and training seminar “Topical Issues of Research of Forensic Questioned Document Examination” was held at Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine.
The meeting was attended by experts from the questioned document examination department of Kyiv Scientific Research Institute of Forensic Expertise as well as representatives of the Branches.
Oleksandr Ruvin, Director of Kyiv Scientific Research Institute of Forensic Expertise addressed the audience with a welcoming speech, noting that forensic work could not exist in isolation, both within the same institution and the entire state. At the present stage of development, the forensic expert has the opportunity and should maintain professional communication with Ukrainian and foreign colleagues, to monitor the best practices of expert research. “We have reached a certain professional level when specialists from Kyiv Scientific Research Institute of Forensic Expertise freely conduct joint research and implement scientific work with specialists from foreign expert institutions,” noted Oleksandr Ruvin and added that thanks to the participation in the European Network of Forensic Institutions (ENFSI), expert opinions of experts Kyiv Scientific Research Institute of Forensic Expertise are accepted at the international level and the corresponding line of work will continue to develop.
The participants talked with Oleksandr Ruvin, Director of Kyiv Scientific Research Institute of Forensic Expertise discussed topical issues of questioned document examination of the Criminalistics Laboratory and regional branches, planned scientific events and the possibility of participation in international projects.
The profile working part of the seminar was started by Viktor Kostetskyi, Head of the Criminalistics Laboratory and Viktoriia Kulykovska, Head of the Questioned Document Examination Department, who briefly outlined the procedure for the seminar participants and topics.
The first speaker of the event was Serhii Naumenko, the chief forensic expert of the Questioned Document Examination Department of Kyiv Scientific Research Institute of Forensic Expertise.
The expert revealed to the audience the following questions:
- Protection scheme for the vehicle registration certificate and driver’s license issued in 1993, which were manufactured by Oriiana and Foton.
- Protection scheme and features of the certificate forms for registration of vehicles of various orders were made by the Polygraph Combine “Ukraine”
- Plastic driver’s licenses and certificates of registration of the vehicle and generation. General characteristics and security features.
- Manufacturing, personalization and protection elements of accompanying documents for vehicles, which were manufactured by Znak Ltd. (EDAPS) on the basis of polymer-based II generation. Video clip “How does a thermo sublimation printer work?”
- Driver’s license and certificate of registration of the vehicle on plastic base III generation. General characteristics and security features.
The final stage of the presentation by Serhii Naumenko was the consideration of examples of expert practice in the study of excise stamps.
In the second part, Victoriia Kulykovska, Head of the Questioned Document Examination Department, presented the participants a report on “Establishing the sequence of requisites in documents, as one of the approaches to solving the task of establishing the relative oldness of requisites in documents. The main features of existing methods.”
Olha Yurchenko, Chief forensic expert of the Questioned Document Examination Department of Kyiv Scientific Research Institute of Forensic Expertise, on the example of an expert practice case, described the fact of making changes to the content of a printed text of a document by using the same sign-synthesizing device with laser printing technology.
Olena Pryimak, chief forensic expert of the Questioned Document Examination Department, highlighted the issue of establishing the fact of making a document by installing a sheet of paper with existing details on it for the participants.
After the presentations, the seminar continued in the form of question-answer. The participants discussed the process of using samples of strict accountability forms, which are in the collection of the institute, current issues arising during the research and the formulation of conclusions, etc.
