In accordance with the order of the National Standardization Body of the State Enterprise “Ukrainian Research and Training Center for Standardization, Certification and Quality” No. 125 as of May 7, 2018, on the initiative of Kyiv Scientific Research Institute of Forensic Expertise was created a technical committee “Forensic Sciences” with the registration number 192.
The sphere of activity of the TC “Forensic Sciences” is standardization in the field of forensic examinations; it corresponds to the scope of the European standard ISO/TC 272 and CEN/TC 419 and takes into account the principle of the creation of national Technical Committees. The novelty of the TC “Forensic Sciences” is due to the fact that in Ukraine there is no TC in a certain field of activity and there are no national standards as well.
Oleksandr Ruvin, the director of Kyiv Scientific Research Institute of Forensic Expertise, was appointed Chairman of the Technical Committee. In addition, KFI is authorized to carry out the functions of the Secretariat of the TC.
The purpose of the creation of the TC “Forensic Sciences” is the development of national standards, including those harmonized with international standards in the field of forensic expertise, which will contribute to organizational and methodological support in the field of forensic examinations.
The issues of standardization of forensic expertise and forensic expert activity in ensuring justice are extremely important and relevant, especially within the framework of joint international forensic work.
The impetus for deepening international cooperation in the field of forensic examination and further planning for the development of standards of forensic science was the joint work of experts from KFI and foreign colleagues to investigate a number of resonant events, namely: the investigation of the catastrophe of the flight passenger Boeing 777-200ER by “Malaysia Airlines” that was carrying out the scheduled flight “MH17” and it was shot down by the anti-aircraft missile system, complex forensic examinations related to military operations in the East of Ukraine, armed aggression against our country, crimes against the foundations of national security, the territorial integrity of Ukraine and support for separatist actions and etc.
The discrepancy in the issues of standardization of forensic activity creates difficulties in the cooperation between Ukrainian and foreign colleagues.
Among the main tasks of the TC “Forensic Sciences” is the development of national standards, including those harmonized with international ones, which will facilitate a unified approach to work with material evidence, forensic examinations, measurement integrity, technical and information compatibility, comparability of forensic studies, carrying out works on unification in the field of forensic expert activity, etc.
It is expected that national standards will apply to terminology, requirements for consumables used for collecting, storing and processing materials for forensic examinations, analysis and study of material, its recognition, recording, recovery, transportation and storage, reporting, etc.
Thus, in general, the creation of the TC “Forensic Sciences” will help to increase the reliability of court evidence; the establishment of agreed working methods that facilitate expert laboratories of different jurisdictions to work together in investigating cross-border crimes; providing the expert laboratories of different jurisdictions with support in the event of a catastrophic event, when the scope of this jurisdiction is exhausted; expanding the exchange of results of expert research, information, including the sharing of databases, etc.
